A RESOLUTION
SUPPORTING FORMATION OF THE HOMEPORT STEERING COUNCIL,
SETTING FORTH MEMBERSHIP, DUTIES, AND RATIFYING THE ABILITY
OF SAID ORGANIZATION TO PREPARE AND CO-ORDINATE
COMPREHENSIVE COMMUNITY GROWTH MANAGEMENT PLANS; AND
DECLARING AN EMERGENCY.
WHEREAS, the decision to homeport the Gulf of Mexico Battleship
Surface Action Group at Ingleside Point has created a definite need for
comprehensive planning to insure orderly growth; and
WHEREAS, carefully guided anticipated growth will have an important
bearing on the quality of public and private service delivery; and
WHEREAS, a community growth management plan should be formulated by an
area -wide planning council composed of elected and public officials;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of Corpus Christi hereby supports
the formation of the Homeport Steering Council.
SECTION 2. That the membership of said council shall be comprised of
the officials designated on the attached exhibit "A" and made a part hereof for
all purposes.
SECTION 3. That the primary function of said council shall be to
prepare a community -wide growth management plan due to the expected impact of
Homeport, utilizing whatever public and private support groups it deems
necessary, when available, and securing related community planning funds to
provide staffing capacity to accomplish its function within the widest possible
latitude.
SECTION 4. That said council shall make available any and all final
reports to this City in a timely manner to enhance the ability of the City of
Corpus Christi to properly prepare for the future.
SECTION 5. Nothing contained in this resolution shall be construed to
limit or modify the rights of the City of Corpus Christi under the law to
regulate its own affairs concerning proper planning for, or service delivery to,
its constituents in a manner consistent with its existing policies.
SECTION 6. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to

consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this the 17th day of December, 1985.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
