ENDORSING THE CORPUS CHRISTI '90 TARGET OBJECTIVE TO
ESTABLISH A PERMANENT COMMISSION ON LITERACY FOR THE CITY OF
CORPUS CHRISTI.
WHEREAS, on September 10, 1985, the City Council endorsed this
objective to establish a Commission on Literacy and referred the objective to
CC '90 for further information and coordination; and
WHEREAS, Task Force III has met and now developed a plan to initiate
this objective, including public information, review of applicants, and a method
for research and identification of program funding;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council now endorse this target objective as
a category "A" objective ready to implement.
SECTION 2. That the City Council encourage community support for a
Commission on Literacy.
SECTION 3. That the City Council direct CC '90 Task Force III to
solicit resumes from interested citizens and to make recommendations to the City
Council for appointments to the Commission on Literacy.
SECTION 4. That the City Council direct CC '90 Task Force III to
establish goals for the Commission on Literacy following the action outlined in
the approved target objective.
SECTION 5. That the City Council approve a one-time expenditure of
$2,000 to acquire the services of a person to research and develop applications
for funding of the program.
SECTION 6. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the Council to express its support and intent at the earliest practical date,
such finding of an emergency is made and declared requiring suspension of the
Charter rule as to consideration and voting upon ordinances or resolutions at
three regular meetings so that this resolution is passed and shall take effect
upon first reading as an emergency measure this the 17th day of December, 1985.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
