HomeMy WebLinkAbout19136 ORD - 12/31/1985• TEXAS: AN ORDINANCE AUTHORIZING THE EXECUTION OF A CONTRACT WITH GEORGE S. PORCHER LANDSCAPE ARCHITECT, INC. FOR THE PREPARATION OF A LANDSCAPE & IRRIGATION MASTER PLAN AND PREPARATION OF DESIGN PLANS AND SPECIFICATIONS FOR THE CORPUS CHRISTI INTERNATIONAL AIRPORT; APPROPRIATING $39,500; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That the City Manager is hereby authorized to execute a contract with George S. Porcher Landscape Architect, Inc. for the preparation of a Landscape and Irrigation Master Plan and preparation of design plans and specifications for the Corpus Christi International Airport, all as more fully set forth in the contract, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A". SECTION 2. That there is hereby appropriated $39,500 from the Airport Bond Fund applicable to Project No. 245-85-2.2. SECTION 3. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need of executing the abovementioned contract at the earliest practicable date, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the 31st day of December, 1985. Porcher Landscape Architects, Inc., hereinafter called "Landscape Architect", agree as follows: I. SERVICES TO BE PERFORMED The Landscape Architect hereby agrees at his own expense to perform all required work for a total landscaping plan for the Corpus Christi International Airport, Corpus Christi, Texas. II. SCOPE OF SERVICES The scope of services for this project include, but is not limited to, the following: (a) Landscape Planting (b) Landscape Irrigation Design (c) Limited Consultation during the Preliminary Phase of the project site graphics and site lighting. 1. The above services shall be provided as total site development for the Corpus Christi International Airport. Reference: Exhibit 1 (see attached). 2. Landscape Architect will provide for a Master Plan Phase which will include conceptual studies of the site; coordination of site graphics; redevelopment of site lighting: budget analysis and workshops with consultant architects and City's staff. The Master Plan will be developed to include a phased implementation program with cost estimates. The individual phases of the approved master plan will be developed into working drawings, specifications and cost estimates of all work. Conceptual ideas will give consideration to the utilization of existing vegetation; selection of indigenous plant material to the Corpus Christi area; irrigation design with consideration to drought conditions and utilization of significant site features. Presentation of drawings will include section, elevations, and/or sketches as required to convey an accurate understanding of the concept. The Landscape Architect has allocated a maximum of four meetings (workshop, site analysis, City/Architect) during the Master Plan Preliminary Phase of the project. Landscape Architect will prepare, from the approved Master Plan, concept construction documents for each phase which will include construction drawings and specifications. Bid documents will be developed as required by the City. The completed drawing package will include plans for the individual phased areas of the site. The drawings will reference the project limits; sections and elevations; schedules for plant and irrigation materials; dimensions and other required information pertinent to the contractual plan documents. The specifications will be bound and separate from the plan documents. The technical section of the specifications shall describe the required materials and procedures for proper construction. The general conditions will be furnished by the City and included in the specifications. Landscape Architect will provide cost estimates for each phase of the project. 4. Landscape Architect shall prepare addenda and clarification documents as required during the bidding phase and shall assist the City with review, evaluation of bids and recommendations for awarding landscape construction contracts. The City shall be responsible for advertising, printing, and the release of plans and specifications for the solicitation of bids by contractors. 5. Landscape Architect will make three scheduled visits to the construction site during the first phase of the project and will be available to provide his advise and consultation during the Construction Phase of the project. III. CITY FURNISHED ITEMS City agrees to furnish Landscape Architect any plans and site development related information currently in City files for use in this project. In the event City provides original or record drawings to Landscape Architect, such materials are to be returned to City before final payment is made. IV. TRANSFER OF INTEREST The Landscape Architect shall not assign or transfer any interest in this agreement without prior written consent from the City. V. ORDERLY RENDERING OF SERVICES Landscape Architect agrees to furnish items to the Master Plan within thirty (30) calendar days of date of execution of this agreement. Items required for the Construction Documents will be submitted within thirty (30) days of approval of previous phase. Landscape Architect shall submit to the City six (6) copies of Master Plan Phase submittals and one (1) loose leaf master set of final construction specifications and one (1) mylar set of construction documents plans. City shall retain exclusive use rights to these documents. Airport Landscape Agreement George S. Porcher VI. COMPENSATION The City agrees to pay the Landscape Architect for his professional services and related work in this project a total fee of Thirty Nine Thousand, Five Hundred Dollars ($39,500.00) for all services. Upon completion of each of the tasks and approval of same by the City, the Landscape Architect may be paid portions of the fee as follows: (a) Conceptual Studies $10,000 (b) Master Plan Final 3,400 (c) Construction Documents 23,000 (d) Bidding Phase 800 (e) Construction Phase 2,300 Reimbursables are not provided for separately but are included in the Basic Fee as an allowance not to exceed $1,650.00. Any additional reimbursement will be made to the Landscape Architect only if requested or directed by the City and approved in advance. VII. CONTRACT TERMINATION The City reserves the right to terminate this contract at any time, with or without cause. In the event of such termination, the Landscape Architect will be paid a sum proportionate to the state of completion of the phase of work in which he is then engaged.
