A RESOLUTION
WHEREAS, TEXCEL was established by the Texas Economic Development
Commission to assist communities across the State to develop basic skills to
capitalize on, and create, economic development opportunities; and
WHEREAS, the Commission will pursue the following objectives through
TEXCEL:
(a) Make Texas cities aware of all the options that are open to them for
economic growth, particularly those that involve assistance to
existing business to expand and/or retain employment;
(b) To ensure that communities across Texas are in a position to be
partners with TEDC in the attraction of new business to the State, the
retention and expansion of existing businesses, and the creation of
new business enterprises;
(c) To encourage and develop innovative approaches to local economic
development across the State; and
WHEREAS, TEDC, through the Readiness Program, will provide training
and technical assistance through program workshops, publications and materials,
and one-on-one assistance; and
WHEREAS, TEXCEL Certified Cities will benefit from being able to
address local economic issues and to take advantage of development opportunities
as they arise through their efforts to:
(a) Build a consensus among diverse community groups in support of local
economic activities;
(b) Better understand the community's economic potential through the local
development strategy process;
(c) Identify and develop financial resources that serve as incentives for
the expansion of existing businesses and the location of new forms in
the community;
(d) Have in place mechanisms--e.g. a development team and business service
office --that are readily available to assist businesses that are
considering location or expansion within the City; and
WHEREAS, commitments made for new and expanding manufacturing firms in
Corpus Christi result in the creation of hundreds of additional jobs, a higher
standard of living and a greater appreciation of the free enterprise system for
all Corpus Christians; and

WHEREAS, because of the amount of time and capital invested in our
present and future business expansion, it is essential that the city continue
to work for a favorable atmosphere in which new and established business and
industry may invest; and
WHEREAS, the Corpus Christi Business Development Commission is the
economic development agency of the Coastal Bend;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the Corpus Christi Business Development Commission be
and is hereby designated to act as coordinator in the application for
participation in the TEXCEL Program.
SECTION 2. That the Corpus Christi Business Development Commission is
also authorized to participate at all required TEXCEL functions.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and shall take effect upon first
reading as an emergency measure this the llth day of February, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
