HomeMy WebLinkAbout19184 RES - 02/11/1986A RESOLUTION WHEREAS, the City of Corpus Christi, Texas, Keep America Beautiful of Corpus Christi/Nueces County, Texas, and Keep Texas Beautiful and the State Department of Highways and Public Transportation all desire to promote litter abatement practices and a cleaner city and state environment, and; WHEREAS, Corpus Christi/Nueces County will be eligible for a special state grant of funds for the purpose of beautification of highway rights-of-way and which grant criteria will include litter laws enforcement and which grant deadline is April 30, 1986, and; WHEREAS, the State of Texas through Keep Texas Beautiful has appropriated funds through the STATE TRAFFIC ENFORCEMENT PROGRAM (STEP) to be paid, on a "first presented first paid" basis, to cities contracting to participate in litter law enforcement, to a maximum of $50,000 based on 2500 litter citations presented from Corpus Christi, Texas, and; WHEREAS, the State of Texas through the State Department of Highways and Public Transportation will contract with City of Corpus Christi for litter law enforcement specifically in the following locations: 1. Chapman Ranch/Holly Road to city limits; 2. Saratoga to Weber, to Old Brownsville Road; 3. I.H. 37 from Shoreline to Highway 77; and 4. Park Road #22 to Waldron, to Park Road #53. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of Corpus Christi, Texas, support the above stated program and wishes to enter into a contract to receive funds for enforcement of litter laws. SECTION 2. That the City Manager is hereby authorized to execute said contract with the State Department of Highways and Public Transportation. SECTION 3. That 50 percent of the funds reimbursed to the City through said STEP program shall be used to purchase tarps for vehicles transporting trash to the City sanitary landfill to be sold at cost to the public and the remaining 50 percent to be used for public education and awareness of litter laws and methods of abatement through Keep America Beautiful of Corpus Christi/Nueces County. SECTION 4. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular 05P.053.01 19164"ICROFILrvlED meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this the llth day of February, 1986.
