On this the 18th day of February, 1986, the City
Council of the City of Corpus Christi, Texas convened in
Regular Meeting, with the following members of said Council
present, to -wit:

other business was transacted:

Council an ordinance. The ordinance was read by the City
Secretary. The Mayor presented to the Council a communica-
tion in writing pertaining to said proposed ordinance, as
follows:

Gentlemen:
"The public importance and pressing need for the
calling of an election on the question of the issuance of
bonds creates an emergency and an imperative public neces-
sity requiring the suspension of rules and Charter pro-
visions requiring ordinances to be considered and voted upon
at three regular meetings. I, therefore, request that the
City Council pass the proposed ordinance calling an election
on the question of the issuance of'bonds as an emergency
measure. You will please consider this request in connec-
tion with the ordinance which is to be introduced for
passage by the City Council on the subject.

provision prohibiting ordinances from being passed finally
on the date introduced be suspended for the reasons stated
in the written request of the Mayor and stated in the emer-
gency clause of the ordinance. The motion was seconded by
Councilmember 8 E S % The motion was carried by
an unanimous vote by the City Council, viz.:

The ordinance is as follows:
ORDINANCE NO. 19193
AN ORDINANCE CALLING FOR AND ORDERING AN ELECTION
FOR APRIL 5, 1986, ON THE QUESTION OF THE ISSUANCE
OF BONDS
WHEREAS, the City Council of said City deems it advis-
able to issue the bonds of said City for the purposes
hereinafter stated;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1.
That an election shall be held in said City on Satur-
day, the 5th day of April, 1986, between the hours of 7:00
A.M. and 7:00 P.M., in the several regular Election Pre-
cincts of said City which are the regular precincts of
Nueces County, Texas, to the extent they are within the city
limits of said City, and at the Polling Places as set forth
on Exhibit "A" attached hereto and made a part hereof.
SECTION 2.
That the City Council shall appoint a Presiding Judge
and an alternate presiding judge for each precinct.
Each Presiding Judge shall appoint not less than two
nor more than five qualified election clerks to serve and
assist in conducting said election, provided that if the
Presiding Judge actually serves as expected, the Alternate
Presiding Judge shall be one of such clerks.
SECTION 3.
That at said election, the following propositions shall
be submitted in accordance with law:
WASTEWATER IMPROVEMENTS
PROPOSITION NO. 1
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $15,890,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of WASTEWATER IMPROVE-
MENTS, INCLUDING: WESTSIDE PLANT EXPANSION; SEWER MAIN
REHABILITATION: WEST ALLISON TRUNK SANITARY SEWER NUMBER 2;
SOUTH SIDE TREATMENT PLANT LAND ACQUISITION; AND OTHER
WASTEWATER IMPROVEMENTS; and shall said City Council be

authorized to levy and cause to be assessed and collected
annual ad valorem taxes in an amount sufficient to pay the
annual interest on said bonds and provide a sinking fund to
pay said bonds at maturity?
DRAINAGE AND STORM SEWER IMPROVEMENTS
PROPOSITION NO. 2
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $5,560,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of CONSTRUCTING DRAINAGE
AND STORM SEWER IMPROVEMENTS INCLUDING TURKEY CREEK; MARY
CARROLL CHANNEL; RICHTER CHANNEL WIDENING; JOINT CITY/STATE
PROJECTS; FLOUR BLUFF AND CLARKWOOD; BALDWIN FARMS AREA
DRAINAGE OUTFALL AT SOUTH PADRE ISLAND DRIVE; McKENZIE
ROAD-LEOPARD AREA; AND OTHER DRAINAGE AND STORM SEWER
IMPROVEMENTS; and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
interest on said bonds and provide a sinking fund to pay
said bonds at maturity?
CULTURAL IMPROVEMENTS
PROPOSITION NO. 3
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $5,055,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of PERMANENT IMPROVEMENTS
FOR CULTURAL ENHANCEMENT, TO-WIT: COLISEUM IMPROVEMENTS;
ARCHAEOLOGICAL EXPANSION OF THE MUSEUM AND GENERAL MUSEUM
EXPANSION; PARKDALE BRANCH LIBRARY EXPANSION; AND EXPANSION
OF LINDALE AND GREENWOOD SENIOR CENTERS,. INCLUDING LAND
ACQUISITION AND EQUIPMENT; AND OTHER CULTURAL ENHANCEMENTS;
and shall said City Council be authorized to levy and cause
to be assessed and collected annual ad valorem taxes in an
amount sufficient to pay the annual interest on said ponds
and provide a sinking fund to pay said bonds at maturity?
AQUARIUM
PROPOSITION NO. 4
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $4,000,000 with
the bonds of each such series or issue, respectively, to
mature serially within not to exceed 25 years from their
date, and be sold at such prices and bear interest at such
rates as shall be determine within the discretion of the
City Council for the purpose of PERMANENT IMPROVEMENTS FOR
AN AQUARIUM, TO-WIT: LAND ACQUISITION, PARKING AND
INFRASTRUCTURE IMPROVEMENTS SUCH AS RELOCATION OF UTILITIES
AND RECONSTRUCTING AND INSTALLING WATER AND SEWER LINES AND
STORM DRAINAGE AND BULKHEADING AND OTHER CULTURAL
ENHANCEMENTS and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
interest on said bonds and to provide a sinking fund to pay
said bonds at maturity?
PUBLIC HEALTH AND SAFETY
PROPOSITION NO. 5
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $9,900,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of PERMANENT IMPROVEMENTS
FOR THE PUBLIC HEALTH AND SAFETY, TO -WIT: BUILDING AND
EQUIPPING ADDITIONAL FIRE STATIONS AND A NEW POLICE AND
MUNICIPAL COURT FACILITY; EXPAND WILLIAMS DRIVE CLINIC,
INCLUDING LAND ACQUISITION; A PUBLIC SAFETY RADIO COMMUNI-
CATION SYSTEM; A MUNICIPAL SERVICE CENTER; AND RELATED
PERMANENT IMPROVEMENTS; and shall said City Council be
authorized to levy and cause to be assessed and collected
annual ad valorem taxes in an amount sufficient to pay the
annual interest on said bonds and provide a sinking fund to
pay said bonds at maturity?
MERCADO
PROPOSITION NO. 6
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $1,000,000 with
the bonds of each such series or issue, respectively, to
mature serially within not to exceed 25 years from their
date, and be sold at such prices and bear interest at such
rates as shall be determined within the discretion of the
City Council for the purpose of PERMANENT IMPROVEMENTS FOR A
MERCADO, INCLUDING LAND ACQUISITION, PARKING, AND
LANDSCAPING AND RELATED PERMANENT IMPROVEMENTS; and shall
said City Council be authorized to levy and cause to be
assessed and collected annual ad valorem taxes in an amount
sufficient to pay the annual interest on said bonds and to
provide a sinking fund to pay said bonds at maturity?
AIRPORT IMPROVEMENTS'
PROPOSITION NO. 7
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $4,785,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of CONSTRUCTING AIRPORT
IMPROVEMENTS AT THE CITY'S INTERNATIONAL AIRPORT, INCLUDING
TAXIWAY REHABILITATION FOR RUNWAYS 12-31 AND 17-35;
REPAIRS/GROOVING RUNWAY 17-35; CONCOURSE EXTENSION/GATE;
EXTENSION OF COMMERCIAL APRON; AND OTHER AIRPORT
IMPROVEMENTS; and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
interest on said bonds and provide a sinking fund to pay
said bonds at maturity?
PARK AND RECREATION IMPROVEMENTS
PROPOSITION NO. 8
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $14,875,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of IMPROVING LANDS FOR
PARK AND RECREATION FACILITIES, INCLUDING VARIOUS NEIGHBOR-
HOOD PARKS; SEAWALL AND T -HEAD IMPROVEMENTS; RENOVATION AND
EXPANSION OF EXISTING RECREATION FACILITIES; DEVELOPMENT OF
UNIMPROVED PARK LAND (EXISTING ACREAGE); AND OTHER PARK
IMPROVEMENTS; and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
interest on said bonds and provide a sinking fund to pay
said bonds at maturity?
STREET IMPROVEMENTS
PROPOSITION N0.9
Shall the City Council of said City be authorized to
issue the bonds of said City in one or more series or
issues, in the aggregate principal amount of $49,935,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to be sold at such prices and bear interest at
such rates as shall be determined within the discretion of
the City Council, for the purpose of IMPROVING THE STREETS
OF THE CITY INCLUDING WALDRON ROAD, FROM COMPTON ROAD TO
PURDUE ROAD, INCLUDING DRAINAGE IMPROVEMENTS; McARDLE ROAD
FROM AYERS STREET TO CARROLL LANE AND FROM CARROLL LANE TO
EVERHART ROAD; AYERS STREET FROM SANTA FE TO NORTON STREET;
AGNES STREET FROM PORT AVENUE TO AIRPORT ROAD; WHITECAP
AVENUE; GREENWOOD DRIVE FROM SOUTH PADRE ISLAND DRIVE TO
SARATOGA BOULEVARD; NEIGHBORHOOD STREET IMPROVEMENTS; JOINT
CITY/ STATE PROJECTS; AND OTHER STREET AND SIDEWALK
IMPROVEMENTS; and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
interest on said bonds and provide a sinking fund to pay
said bonds at maturity?
SECTION 4.
That all resident, qualified electors of the City shall
be entitled to vote at said election.
SECTION 5.
That the official ballots for said election shall be
prepared in accordance with the Texas Election Code so as to
permit the electors to vote "FOR" or "AGAINST" the aforesaid
Propositions, which shall be set forth in substantially the

That said ballots shall be printed in English and in Spanish
for use in said election.
SECTION 6
That the City Secretary of the City of Corpus Christi
shall be the absentee voting clerk at said election.
Absentee voting shall be conducted by two methods:
A. Voting by personal appearance; and
B. Voting by mail.
Absentee voting by personal appearance shall be conducted in
the City Secretary's Office, lobby of City Hall (designated
as an extension of the City Secretary's Office), 302 South
Shoreline, Corpus Christi, Texas, during those hours that
the City Secretary's Office is open for business, those
hours being on weekdays only, beginning at 8:00 A.M. and
ending at 5:00 P.M. Said absentee voting shall begin on
Monday, March 17, 1986, and shall end at 5:00 P.M. on
April 1, 1986. Said absentee voting shall be conducted on
weekdays only.
SECTION 7
The Absentee Ballot Board is hereby created to process
absentee voting results, and Don Moseley is hereby appointed
as Presiding Judge, to serve as Presiding Judge for this
election. The Presiding Judge is a resident, qualified
elector of the City. The Presiding Judge shall appoint at
least two other members of such Board. The following are
appointed as Deputy City Secretaries to conduct absentee
voting:

SECTION 8
Mechanical voting machines, as defined in Chapter 121
of the Texas Election Code, shall be used for voting on the
Propositions prescribed herein, and for the counting of the
ballots and the tabulation of the results. Said mechanical
voting machines shall be used for absentee voting by
personal appearance and for voting at the regular polling
places at said election. Paper ballots shall be used for
absentee voting by mail. The conduct of the election and
the use of the mechanical voting machines shall be in
accordance with the Texas Election Code
SECTION 9
That notice of said election shall be given by posting
a substantial copy of this Ordinance in English and in
Spanish in three (3) public places of said City and also at
the City Hall, not less than 15 days prior to the date set
for said election; and a substantial copy of this Ordinance
also shall be published on the same day in each of two
successive weeks in a newspaper of general circulation
published in said City, the date of the first publication to
be not less than 14 days prior to the date set for said
election.
SECTION 10
That it is hereby officially found and determined that
the meeting at which this Ordinance was adopted and said
election was called was open to the public and public notice
of the time, place and purpose of said meeting was given,
all as required by Vernon's Annotated Civil Statutes,
Article 6252-17, as amended.
SECTION 11
That in all respects said election shall be conducted
in accordance with the Texas Election Code.
SECTION 12
That all ordinances and resolutions or parts thereof in
conflict herewith are hereby repealed.
