A RESOLUTION
COMMITTING THE MEMBERS OF THE CITY COUNCIL TO VIGOROUSLY
SUPPORT THE PASSAGE OF THE ENTIRE PROPOSED CAPITAL
IMPROVEMENTS BOND PROGRAM AT THE ELECTION ON APRIL 5, 1986;
AND DECLARING AN EMERGENCY.
WHEREAS, the City Council commissioned the City Staff and the Planning
Commission to develop an aggressive capital improvements bond program
incorporating many of the Council's goals and many of the recommendations of
Corpus Christi 90 Task Forces which address the City's immediate and future
needs and amenities to make the City of Corpus Christi an attractive and
exciting place to live; and
WHEREAS, the Planning Commission held numerous and extensive public
hearings throughout the community to receive extensive public input and comment;
and
WHEREAS, on February 17 and 18, 1986, the City Council received the
recommendation of the Planning Commission and held its own public hearings; and
WHEREAS, on February 18, 1986, the City Council passed Ordinance
No. 19193, with modifications, adopting the recommendation of the Planning
Commission and ordering an election for April 5, 1986, on the question of the
issuance of bonds as follows:
Wastewater Improvements
Drainage and Storm Sewer Improvements
Cultural Improvements
Aquarium Improvements
Mercado Improvements
Public Health and Safety Improvements
Airport Improvements
Park and Recreation Improvements
Street Improvements

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That each and every Council Member, by unanimously
adopting of this resolution, hereby affirms his or her respective commitment to
vigorously work for and support the passage at the election of April 5, 1986, of
each proposition embodying the proposed capital improvements bond program.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
effective and efficient administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular

meetings so that this resolution is passed and shall take effect upon first
reading as an emergency measure this the 25th day of February, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
