ESTABLISHING AN INTERGOVERNMENTAL COMMISSION ON DRUG
AND ALCOHOL ABUSE; AND DECLARING AN EMERGENCY.
WHEREAS, the problem of drug and alcohol abuse is a community-
wide problem which affects numerous health and safety problems for citizens
of our community; and
WHEREAS, drug and alcohol abuse pose particular problems for our
youth and educational institutions; and
WHEREAS, Nueces County and the City of Corpus Christi want to
join with area school districts in coordinating their resources to combat
drug and alcohol abuse;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi does hereby join with
Nueces County, Corpus Christi Independent School District, Calallen
Independent School District, Tuloso-Midway Independent School District,
Flour Bluff Independent School District, West Oso Independent School
District and Robstown Independent School District in the establishment of a
Nueces County Intergovernmental Commission on drug and alcohol abuse which
commission shall have the following objectives:
(1) Review the recommendations of the City's Ad Hoc Task Force
and determine the feasibility implementing those
recommendations.
(2) Serve as a forum for governmental and educational entities
to share ideas and receive public input on drug and alcohol
abuse.
(3) Act in an advisory capacity to the City Council, Nueces
County Commissioners Court and area school districts for
substance abuse programs both educational and community
programs.
(4) Serve as a clearing house for the City Council, Nueces
County Commissioners Court and area school districts for
programs on substance abuse.
SECTION 2. The Intergovernmental Commission on Drug and Alcohol
Abuse shall consist of 13 members: Three (3) to be appointed by the City
Council; Three (3) to be appointed by Nueces County Commissioners Court;
Two (2) to be appointed by the Corpus Christi Independent School District;
One (1) to be appointed by Calallen Independent School District; One (1) to
be appointed by Flour Bluff Independent School District; and One (1) to be
appointed by West Oso Independent School District.

SECTION 3. That upon written request of the Mayor and five
Council members, copy attached, to find and declare an emergency due to the
need to take immediate action to preserve and protect the public health,
safety, and welfare, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings so that this
resolution is passed and shall take effect upon first reading as an
emergency measure this the 25th day of February, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
