ESTABLISHING THE COMMISSION ON LITERACY AND PROVIDING
FOR INITIAL APPOINTMENT OF MEMBERS TO PROMOTE LITERACY
IN THE COMMUNITY; APPROPRIATING $2,000.00; AND
DECLARING AN EMERGENCY.
WHEREAS, on September 10, 1985, the City Council endorsed the
objective of establishing a Commission on Literacy; and
WHEREAS, Task Force III developed a plan to initiate this
objective; and
WHEREAS, on December 17, 1985, the City Council, by resolution,
endorsed this target objective as a category "A" objective ready to
implement;
WHEREAS, on December 17, 1985, the City Council by resolution
supported a one-time appropriation of $2,000.00 to acquire the services of
a person to research and develop applications for funding of the program;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. Established; Function. There is hereby established a
commission on literacy for the City of Corpus Christi. The commission was
established primarily to promote literacy among individuals who are
literate in a formally recognized language other than English, and
individuals who cannot read, write or comprehend texts in any formally
recognized language.

Thereafter, unless as otherwise provided in the commission's bylaws, the

(c) The initial chairperson of the commission shall serve for a
three-year term and be designated by the Mayor with the consent of the
Council. Thereafter, the commission chairperson shall be determined by a
majority vote of a quorum of the members.
(d) The commission may establish its own bylaws.
(e) Unless otherwise provided in the commission's bylaws, the
majority of the members shall constitute a quorum, and a majority vote of
such quorum shaF11 be necessary for the adoption or approval of any matters
before the commission.

All meetings of the commission shall be public.

SECTION 3. Duties.
The commission on literacy shall have the following powers and
(1) To act as a clearinghouse for existing literacy programs within the
community;
(2) To identify area needs and establish additional programs;
(3) To develop sources of funding for these programs;
(4) To develop and offer training for staff;
(5) To identify, adapt, and develop appropriate teaching materials;
(6) To utilize technology and modern media to maximize the number of
people served; and
(7) To develop educational programs for media use.
SECTION 4. Recruitment and nominations of initial members of the
commission shall be made through the Corpus Christi 90 Task Force III.
Thereafter, members shall be selected in accordance with the commission's
charter and bylaws.
SECTION 5. A one-time appropriation of $2,000.00 is hereby made
from revenue sharing funds to research and develop permanent funding
sources for the commission activities.

or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
