HomeMy WebLinkAbout19251 RES - 04/01/1986A RESOLUTION REAFFIRMING THE CITY COUNCIL'S INTENT TO FINANCE THE APRIL 5, 1986, BOND PROGRAM BY A TAX RATE NOT TO EXCEED $0.60 PER $100 VALUE OF TAXABLE PROPERTY; AND DECLARING AN EMERGENCY. WHEREAS, the Corpus Christi 90 Committee through input of the citizens of Corpus Christi made recommendations to the City Council for various capital improvement projects; and WHEREAS, this program was submitted to the Corpus Christi Planning Commission for review and recommendation; and WHEREAS, the Planning Commission held at least eight meetings at various neighborhood sites; and WHEREAS, after receiving information and testimony from the citizens, and City boards and commissions, the Planning Commission made a recommendation to the City Council on various capital improvements projects; and WHEREAS, the City Council held a public hearing and received public comment on such recommendation; and WHEREAS, the City Council received advice regarding the financing of said public improvements from its recognized financial advisor and from its bond counsel; and WHEREAS, said financial advisors are experts in the field of municipal finance and fully knowledgeable of the economic facts relative to the City of Corpus Christi; and WHEREAS, said experts have advised the City Council that a $111,000,000 bond program can be financed without raising the City tax rate above $0.60 per $100 of value of taxable property; and WHEREAS, the proposed bond program has flexibility to meet changing economic conditions; and WHEREAS, the City Council has called for a bond election on April 5, 1986, on nine propositions for a total of $111,000,000; and WHEREAS, this City Council is committed to financing the proposed bond program by a tax rate not to exceed said $0.60/$100 value; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 06P.062.01 19251 MICROFILMED SECTION 1. That this City Council hereby reaffirms its intent to finance the nine bond propositions contained in the April 5, 1986, bond election by a tax rate not to exceed $0.60 per $100 value of taxable property. SECTION 2. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this the 1st day of April, 1986.
