HomeMy WebLinkAbout19372 RES - 07/01/1986A RESOLUTION SUPPORTING THE RATIFICATION OF ANNEX V (REGULATIONS FOR THE PREVENTION OF POLLUTION BY GARBAGE FROM SHIPS) BY THE U.S. GOVERNMENT; AND DECLARING AN EMERGENCY. WHEREAS, the State of Texas and the City of Corpus Christi are fortunate to have long and beautiful coastlines along the Gulf of Mexico; WHEREAS, the Gulf Coast and adjacent beaches have been a source of pride for their aesthetic beauty; and a valuable economic resource known to tourists and fishermen worldwide; WHEREAS, the Padre Island National Seashore is a valuable ecological system preserved by the U.S. Government for future generations; WHEREAS, the Gulf of Mexico is a central point in international shipping; WHEREAS the international community of nations has recognized the importance of maintaining clean ocean waters by the adoption of Annex V (Regulations for the Prevention of Pollution by Garbage from Ships) of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78); WHEREAS, Annex V does not conflict and, in fact, compliments existing U.S. laws; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi supports the ratification of Annex V by the U.S. Government and wishes to make this support known to Senator Lloyd Bentsen, Senator Phil Gramm, and Congressman Solomon Ortiz, as well as to the National Committee for the Prevention of Marine Pollution and request their support for ratification. SECTION 2. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the 1st day of July, 1986.
