PROMOTING AMERICAN CITIZENSHIP IN THE COMMUNITY; AND
DECLARING AN EMERGENCY.
WHEREAS, democratic institutions rely on the civic participation of
all individuals and United States citizenship is the basic requisite of civic
participation; and
WHEREAS, United States citizenship has been the path to full
participation in American political and economic life for immigrants throughout
our nation's history, and immigrants who have become naturalized American
citizens have contributed immeasurably to the richness of our society; and
WHEREAS, full immigrant participation in American political and
economic life would help to improve social and economic conditions for
immigrants in Texas, thereby bettering the quality of life for all state
residents;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the Corpus Christi City Council asks all citizens to
promote the value of United States citizenship among its immigrant residents,
and to support efforts to encourage and facilitate naturalization for all
immigrants.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and shall take effect upon first
reading as an emergency measure this the 1st day of July, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
