AN ORDINANCE
ACCEPTING THE 12TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
EXECUTE ALL RELATED DOCUMENTS APPROPRIATING FUNDS FOR
ELIGIBLE 12TH YEAR PROJECTS AS DESCRIBED IN EXHIBIT "A"; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
Section 1. That the Department of Housing and Urban Development 12th Year
Community Development Block Grant Program be accepted and that the City Manager
is hereby authorized to execute all related documents.
Section 2. That there is hereby appropriated $3,750,000 in 12th Year
Community Development Block Grant funds as described in Exhibit "A" attached
hereto and made a part hereof, of which $3,025,000 is the 12th Year entitlement,
$376,000 from reprogramming into the 12th Year from previous years and an
estimated $349,000 from program income from loan repayments.
Section 3. That upon written request of the Mayor or five Council members,
copy attached, to find and declare an emergency due to the necessity to submit
the aforementioned grant application at the earliest practicable date, such
finding of an emergency is made and declared requiring suspension of the charter
rule as to consideration and voting upon ordinances or resolutions at three
regular meetings so that this ordinance is passed and shall take effect upon
first reading as an emergency measure this the 29th day of July, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting -of the City Council.

SUMMARIES OF APPROVED PROJECTS
12TH YEAR CDBG
OCEAN VIEW PARK (Spohn Hospital Area)
Funding: $60,000
Project Description: The acquisition of one additional lot to provide addi-
tional land area for the Neighborhood Park. Three lots have been previously
purchased through 10th Year CDBG.
LAGUNA PARK
Funding: $6,000
Project Description: Construction and installation of security lighting, park
benches, and a water fountain.
FURMAN SCHOOL AREA STREETS - PHASE IV
Funding: $900,000
Project Description: Complete reconstruction of streets to include curbs,
gutters, sidewalks, and related drainage improvements.
ENGINEERING AND.DESIGN - LAMAR EAST
Funding: $20,000
Project Description: Engineering and design for future improvements which
would include the complete reconstruction of streets, upgrading of utilities
and installation of curbs, gutters, and sidewalks.
HERITAGE PARK SIDEWALK IMPROVEMENTS
Funding: $15,000
Project Description: Construction of sidewalks to provide for pedestrian
traffic in Heritage Park
FURMAN IV - SEWER, WATER, AND GAS SYSTEM IMPROVEMENTS
Funding: $125,000
Project Description: The relocation and replacement of water, gas and waste-
water lines within CDBG eligible areas. The project will include those
improvements needed for the Furman IV Street reconstruction project.
CODE ENFORCEMENT
Funding: $45,000
Project Description:-, Funding to supplement the City's Code Enforcement acti-
vity in an effort to eliminate blight, slums and substandard Housing.
DEMOLITION/RELOCATION
Funding: $45,000
Project Description: The primary intent is to remove substandard buildings.
This program would provide for work in conjunction with the current general
fund efforts in the removal of blight and substandard buildings. When CDBG
funds are used, the affected low-income families would be provided assistance
in accordance with the Uniform Relocation Act if the displacement is a result
of a governmental action.
SENIOR CENTERS
Funding: $50,000
Project Description: To repair roof leaks and damage to the underground
barrier walls at the Greenwood and Lindale Senior Centers and for minor
interior renovation and the installation of emergency lighting at the
Washington Senior Center.
BOY'S CLUB - PARKING LOT
Funding: $17,625
Project Description: The construction of a 30 -space parking facility at the
rear of the Boy's Club.
HEADSTART BUILDING
Funding: $40,000
Project Description: The construction of a facility to serve as a classroom
for the Headstart Program. The site for the building will be the Los Encinos
Community Center site. The Nueces County Community Action Agency will be
responsible for providing the balance needed for the construction of the
facility.
REHABILITATION LOAN AND GRANT PROGRAM
Funding: $1,654,000
Project Description: This funding will provide for a continuation of the
Single -Family and Commercial Loan Programs and the Emergency Repair and
Assessment Grant Programs for low income homeowners. We anticipate being able
to fund 70 single-family loans and 200 to 225 grants. Please note that we
have approximately 350 individuals on a waiting list who have requested
services from this program.
REHABILITATION ADMINISTRATION
Funding: $550,000
Project Description:~, Administrative costs for the implementation of the
various rehabilitation loan and grant programs. This allocation provides for
the design, inspections, bidding and processing of the required documents
associated with the programs.
CONTINGENCIES
Funding: $22,375
Project Description: Monies available for additional eligible projects not
presently being considered, or cost overruns for previously approved projects.
GENERAL ADMINISTRATION
Funding:. $200,000
Project Description: Costs associated with the direct administration of the
Community Development Block Grant Program.
