AN ORDINANCE
AUTHORIZING THE EXECUTION OF A CONTRACTS FOR IMPROVEMENTS AT
THE CORPUS CHRISTI INTERNATIONAL AIRPORT INCLUDING OCEANSIDE
ASPHALT, INC. FOR ASPHALTIC CONCRETE OVERLAY, PECAN VALLEY
ELECTRIC CO., INC., FOR RUNWAY LIGHTING AND GUIDANCE SIGNS,
AND PAVEMENT SPECIALISTS, INC., FOR RUNWAY GROOVING;
AUTHORIZING GULF COAST TESTING LABORATORY TO PERFORM TESTING
SERVICES; AND AUTHORIZING AN AMENDMENT TO THE W.P. WILLS
CONSULTING ENGINEER'S CONTRACT FOR RESIDENT INSPECTION
DURING THE CONSTRUCTION PHASE; APPROPRIATING $1,254,000; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager is hereby authorized to execute
contracts for improvements at the Corpus Christi International Airport
including Oceanside Asphalt, Inc., in the amount of $949,434.00, which provides
for asphaltic concrete overlay; Pecan Valley Electric Co., Inc., in the amount
of $103,164.00, which provides for runway lighting and guidance signs; and
Pavement Specialists, Inc., in the amount of $52,605.38, which provides for
runway grooving; all as more fully set forth in plans and specifications and
contract documents on file in the office of the City Secretary, all of which are
made a part hereof by reference and according to the bids of Oceanside Asphalt,
Inc., Pecan Valley Electric Co., Inc., and Pavement Specialists, Inc. said bids
being the lowest and most advantageous to the City of Corpus Christi.
SECTION 2. That Gulf Coast Testing Laboratory is hereby authorized to
perform testing services in an amount not to exceed $18,000.
SECTION 3. That the City Manager is hereby authorized to execute an
amendment to the W.P. Wills Consulting Engineer's contract in the amount of
$44,975 which provides for resident inspection during the construction phase, a
substantial copy of which amendment is attached hereto and made a part hereof,
marked Exhibit "A."
SECTION 4. That there is hereby appropriated $1,254,000 from the
No. 245 Airport Bond Fund and FAA Grant No. 3-48-0051-08-86 for the contract
awards, inspection, contingencies, testing and incidental and related expenses
all subject 'to Federal Aviation Administration approval, applicable to Project
No. 245-86-1.1, Runway 17-35 Rehabilitation and Grooving.
SECTION 5. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to take
immediate action to preserve and protect public property by expediting the
construction of public improvements, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings so that this ordinance

FOR RUNWAY 17-35 REHABILITATION

The City of Corpus Christi, hereinafter called "City", and W. P. Wills
Consulting Engineers, hereinafter called "Engineer", hereby agree to the
following amendment to the Contract for Engineering Services for Runway 17-35
Rehabilitation at Corpus Christi International Airport which was authorized by
the Corpus Christi City Council on December 17, 1985, by passage of Ordinance
No. 19121.
Section II, Scope of Services, shall be amended to add the following item
of work to the current contract:
C. In the Construction Phase
9. The Engineer shall provide continuous resident inspection for all
work during the Construction Phase by himself and/or a qualified resident
inspector with a background indicating experience and competency in airfield
construction. Engineer will furnish qualifications of such resident inspector
whose use on the project will be subject to both City and Federal Aviation
Administration approval. Continuous resident inspection shall mean that the
Engineer and/or said resident inspector will be located and reside in Corpus
Christi during the Construction Phase and will inspect all work performed and
provide all necessary reports both to the City and the Federal Aviation
Administration on such work. Payment for such work will be based on the
following, which includes per diem, telephone, transportation, and all other
overhead expenses:
Inspection Services - 1,,175 Hours @ $37.00/Hr. = $43,475.00
Transportation - 5 Months @ $300.00/Month = 1,500.00
TOTAL: $44,975.00
City agrees to pay Engineer $44,975.00 or portion thereof if
construction is completed ahead of planned schedules. Payments to Engineer
will be by monthly invoice on the project. Engineer will not be entitled to
more than the amount stated herein unless such additional amount has
specifically been approved by the City.
All other terms and conditions of the contract approved on December 17,
1985, between the City and the Engineer not specifically addressed herein
shall remain in full force and effect.
