SUPPORTING THE ESTABLISHMENT AND ENDORSEMENT OF A
STATE -FUNDED FOUR-YEAR UNIVERSITY IN CORPUS CHRISTI BY
CONVERTING CORPUS CHRISTI STATE UNIVERSITY FROM AN
UPPER -DIVISION COLLEGE TO A FULL FOUR-YEAR/GRADUATE-
LEVEL UNIVERSITY.
WHEREAS, the City Council has determined that the establishment of a
four-year university is in the best interests of the City of Corpus Christi
to compliment the local resources for higher education in meeting the needs
of the City's citizens, businesses, industries, professionals and labor
force; and
WHEREAS, the establishment of a four-year university can best be
accomplished by the conversion of Corpus Christi State University from an
upper -division college to a full four-year graduate -level university;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council endorses the establishment of a
four-year university by the conversion of Corpus Christi State University
from an upper -division college to a full four-year graduate -level
university.
SECTION 2. That the City Secretary is hereby authorized and
directed to forward a certified copy of this resolution to the Select
Committee on Higher Education in Austin, Texas.
SECTION 3. That upon written request of the Mayor and five Council
members, copy attached, to find and declare an emergency because of the
necessity to request the designation of the Corpus Christi State University
as a four-year graduate -level university, creates a public emergency, such
finding of an emergency is made and declared regarding suspension of the
Charter rule as to consideration in voting upon ordinances or resolutions
at three regular meetings so that this resolution is passed and shall take
effect upon first reading as an emergency measure this the 5th day of
August, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
