AMENDING CHAPTER 53, TRAFFIC, SECTION 53-2, DEFINITIONS,
SECTION 53-77, FLASHING SIGNALS, AND SECTION 53-113, SPEED IN
SCHOOL ZONES; PROVIDING FOR SEVERANCE; AND PROVIDING FOR
PUBLICATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Section 53-2, Definitions, of Chapter 53, Traffic, is
hereby amended by amending the definition of School Zone to read as fol ows:
School Zone. Each street, alley and public ground, or part
thereof, within three hundred (300) feet of the nearest
property line of any school or remotely located school
pedestrian crosswalk associated with such school, public or
private, having a regular average attendance of one hundred
and fifty (150) pupils, whereabout advance School Advance
warning signs and school speed limit regulatory signs
(conforming to the Texas Manual on Uniform Traffic Control
Devices) shall have been erected and are conspicuously
is spraTted on such street, alley or ground indicating the
approach to the boundary line of such school zone. By the
erection of such signing, a legal school zone shall be
established. Signs bearing the words "END SCHOOL ZONE" and
indicating the normal posted speed limit shall be erected at
each end of such school zone giving notice to motorists that
normal, safe driving speeds may be resumed.
SECTION 2. That Section 53-77, Flashingsignals, of Chapter 53,
Traffic, is hereby amended by amending subsection (2) to read as follows:
(2) Flashing yellow with limited speed signing. When one
or more yellow lens is illuminated with rapid
intermittent flashes affixed to a traffic sign
(conforming to the Texas Manual on Uniform Traffic
Control Devices) indicating a reduced seed limit as
fixed by the traffic engineer at pedestrian or school
crossing, or at the entrance to or within any school
zone, vehicles shall not proceed through the
intersection, crosswalk or school zone at a speed
exceeding the miles per hour fixed by the traffic
engineer and shown on the flashing sign assembly. When
such flashing sign assembly is operating emitting
intermittent flashes, and where the street is divided
into traffic lanes by markings on the street, vehicles
shall not change lanes while proceeding through any
school zone, intersection or school crossing. When the

street is not divided into traffic Lanes by markings,
the pedestrian crossing, school crossing or school zone
shall be considered a no passing zone.
SECTION 3. That Section•53-113, Speed in school zones, of Chapter 53,
Traffic, is hereby amended to read as follows:
It is hereby determined upon the basis of an engineering and
traffic investigation that, between certain hours on any day
when `children are required to be in attendance at school,
the maximum reasonable and prudent speed limit within a
school zone shall be designated at a speed which is not
greater than 15 M.P.H. below either the normal posted speed
limit or the "85th percentile speed," or, if not designated
at such speed, as provided in Section 53-255; and between
such hours on any such day it shall be unlawful for any
person to drive or operate a motor or other vehicle within
such zone at a greater rate of speed than so provided;
provided that the director of traffic engineering is hereby
given authority to change or modify the hours of enforcement
of this section when, in his discretion, the need develops
and upon his giving sufficient public notice of such
changes.
SECTION 4. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction, it
shall not affect any other section, paragraph, subdivision, clause, phrase, word
or provision of this ordinance for it is the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase, word or
provision hereof be given full force and effect for its purpose.
SECTION 5. Publication shall be made one time in the official
publication of the City of Corpus Christi by publishing the caption stating in
substance the purpose of the ordinance, this ordinance to become effective upon
such publication.
