RENAMING
N HONOR OF DR. H.rJ PARK WILLIAMS; ANDJDECLARING
S MEMORIAL PARK
INAN EMERGENCY.
WHEREAS, Dr. H.J. Williams was born in Corpus Christi to Blanche and
Henry J. Williams, Sr.; and
WHEREAS, he was an active member of the First Congregational Church;
and
WHEREAS, he graduated from Soloman M. Coles High School as
valedictorian and Tooglaloo College in Jackson, Mississippi with honors; and
WHEREAS, he taught at Soloman M. Coles for approximately eleven years
having resigned to enroll in Meharry Medical College in Nashville, Tennessee;
and
WHEREAS, he returned to Corpus Christi where he practiced medicine
until his death on March 3, 1986; and
WHEREAS, he was active in the civil rights movement leading the fight

of Del
Mar College, the public school system, and parks and public swimming pools, and
the eradication of segregated seating at Buccaneer Stadium; and
WHEREAS, he was the first black physician to be admitted to the staff
of Spohn and Memorial Hospitals and the first black member of the Nueces County
Medical Society;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the name of Hillcrest Park be changed to Dr. H.J.
Williams Memorial Park in honor of Dr. H.J. Williams, a respected leader of the
community.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this the 9th day of September, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; 1/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
