A RESOLUTION
WHEREAS, Mr. H.J. Tijerina served as a member of the Sister City
Committee from May 1978 until September 1986; and
WHEREAS, during these terms he gave unsparingly of his time and effort
in performing a vital role in the development and promotion of mutually
beneficial relations between the City and its Sister Cities;, and
WHEREAS, in October 1978 he was appointed as Chairman of the Tampico,
Mexico, Sister City committee and was instrumental in furthering the
relationship between Tampico and Corpus Christi as Sister Cities; and
WHEREAS, in October 1985 he was appointed as General Chairman of the
Sister City Committee; and
. WHEREAS, he was also instrumental in the relationship with Keelung,
Taiwan, as Corpus Christi's Sister City in the hopes of strengthening of ties
between Taiwan and the City of Corpus Christi; and
WHEREAS, his leadership, acceptance of civic responsibility and
devotion to his appointed task will continue to be an inspiration to present and
future members of the Sister City Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the valuable services performed by Mr. H.J. Tijerina
are deeply appreciated by the City council, his fellow committee members, the
Staff, and the citizens of this State and this community, and be it further
resolved that a copy of this resolution be spread upon the minutes of the City
Council.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the City Council to express its appreciation at the earliest practicable date,
such finding of an emergency is made and declared requiring suspension of the
Charter rule as to consideration and voting upon ordinances or resolutions at
three regular meetings so that this resolution is passed and shall take effect
upon first reading as an emergency measure this the 16th day of September, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
