WHEREAS, the Port of Corpus Christi has determined to move ahead with
plans for a "Peoples Program" which would involve construction of such
facilities as restaurants, shops, malls and novelty outlets on Cargo Docks
1 and 2; and
WHEREAS, peoples programs have been highly successful in other
American cities such as Baltimore, Long Beach, Seattle, and Oakland in
stimulating people -oriented economic activities for the ports and their
surrounding communities; and
WHEREAS, the plan being considered by the Port of Corpus Christi would
compliment City activities designed to promote tourism and economic
development;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1: That the City Council commends and supports the plans
of the Port of Corpus Christi to establish a "Peoples Program" on Cargo
Docks 1 and 2.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the
immediate desire of the City Council to support plans for a "Peoples
Program", such finding of an emergency is made and declared requiring
suspension of the Charter rule as to consideration and voting upon
ordinances or resolutions at three regular meetings so that this resolution
is passed and shall take effect upon first reading as an emergency measure
this the 23rd day of September, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
