AUTHORIZING THE CITY MANAGER TO ESTABLISH AND ADMINISTER A
SYSTEM AND PROCEDURE FOR THE ACCEPTANCE OF PAYMENT OF FEES,
FINES, COURT COSTS, OR OTHER CHARGES BY A CREDIT OR DEBIT
CARD; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. The City Manager, or such other person as is designated by
the City Manager, is hereby authorized to establish and administer a system and
procedure for the payment of fees, fines, court costs, or other charges by a
credit or debit card, hereinafter referred to as a credit card, as set forth in
Vernon's Annotated Civil States, Art. 3910a.
SECTION 2. That in addition to any other authorized penalties or
interest, the City Manager is hereby authorized to collect a reasonable
processing fee for the payment by credit card not to exceed five percent (5%) of
the amount of the fee, fine, court cost, or other charge being paid and a
service charge for any payment by credit card that is not honored for any
reason by the credit card company on which the funds are drawn. The additional
processing fee and service charge will be collected from the person owing the
fee, fine, court costs, or other charge. All processing fees and service
charges shall be deposited in the general fund of the city.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for the
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this the day of
1986.

or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
