SUPPORTING A "NATIONAL ENERGY SECURITY AND CONSERVATION
POLICY" WHICH INCLUDES AN IMPORT FEE ON CRUDE OIL AND
PETROLEUM PRODUCTS; AND DECLARING AN EMERGENCY.
WHEREAS, excessive U.S. dependence on imported oil has a direct
negative impact on domestic oil producers, endangers national security, and
erodes the value of state and local tax bases; and
WHEREAS, numerous Texas municipalities are heavily dependent upon oil
and gas property values for local tax revenues; and
WHEREAS a national policy that would require foreign producers to pay
the costs of oil imported into the United States through an import fee system
would lessen the local tax burden of American taxpayers; and
WHEREAS, benefits of an oil import fee would not only reduce the
erosion of value in local tax bases, but would also, (1) decrease dependence on
foreign governments for economic and national security; (2) provide incentives
to maintain and develop domestic reserves; and (3) maintain the momentum of
conservation.
NOW, THEREFORE, BE IT
CORPUS CHRISTI, TEXAS:
SECTION 1. That the

City of Corpus Christi supports a "National
Policy" which includes as its major component,
all crude oil and petroleum products imported
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and shall e gffect upon first
reading as an emergency measure this the 30& day of '�p�yy, ��

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
