HomeMy WebLinkAbout19538 ORD - 10/28/1986AN ORDINANCE AMENDING CHAPTER 2 OF THE CITY CODE TO EFFECT A REORGANIZATION OF THE CITY ADMINISTRATION; AND DECLARING AN EMERGENCY. WHEREAS, the City Council has approved the goal of reorganizing certain administrative positions and operations for the purpose of expediting the decision-making process by delegating greater authority and creating a more efficient structure for city government; and WHEREAS, the City Manager has proposed a plan of reorganization to implement that goal, and the City Council finds that the changes effected by such plan will make a substantial and beneficial contribution to more efficient and effective city government; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Chapter 2, Administration, Article III, Administrative Organization, of the Code of Ordinances, be amended by amending Section 2-51, Administrative Functions, as follows: 1. Delete the Budget Department and create the Office of Management and Budget, reading as follows: Office of Management and Budget: An administrative department responsible for managerial and organizational reviews, analysis, studies, productivity improvements and research concerning innovative approaches to address governmental operations, budget preparation, control and review, and preparation of capital improvement programs. 2. Delete the Business Development Department, Traffic Engineering Department, Transit Department, Transportation Department. 3. Amend Engineering Department to hereafter read as follows: 09P.106.01 Engineering Services. An administrative department responsible for the design and construction of all public improvements by the City; voluntary paving programs; the engineering and maintenance of traffic -control devices; planning and development of the efficient and safe operation of traffic; and support services for the traffic safety advisory board. 1J538 MICROFILMED SECTION 2. The Budget Ordinance for fiscal year 1986-87, Ordinance No. 19405, is hereby amended to incorporate those changes as approved by motion on October 21, 1986, for reorganization, including the addition of an Assistant City Manager of Administrative Services and an Assistant City Manager of Economic Development, and including the organization chart attached hereto. SECTION 3. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient and effective administration of City affairs by implementing the aforementioned reorganization plan at the earliest practicable date, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this ordinance is passed and shallMke effect upon . first reading as an emergency measure this the 9hi day of A id_ _, , 1986.
