COMMENDING JAVIER N. CHAPA FOR HIS DEDICATED SERVICE AS
CHAIRMAN OF THE CITY OF CORPUS CHRISTI PLANNING COMMISSION;
AND DECLARING AN EMERGENCY.
WHEREAS, Javier N. Chapa was appointed to the City's Planning
Commission on the 29th day of June 1983 and was subsequently elected Chairman in
July of 1985; and
WHEREAS, Mr. Chapa served on this Commission for three and one-half
years until his resignation in November of 1986, during which time he generously
dedicated many hours to the consideration of innumerable zoning matters; and
WHEREAS, during his tenure on the Commission, the largest bond issue
in the history of the City of Corpus Christi was approved by the citizens of
this City; and
WHEREAS, the success of this bond issue was primarily due to the
diligent study and careful consideration of the proposed improvements by the
Planning Commission members under the leadership of Mr. Chapa; and
WHEREAS, during Mr. Chapa's term as a Planning Commission Member, the
City of Corpus Christi's first Comprehensive Master Plan was initiated under the
leadership of the commission;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. Javier N. Chapa be commended for his dedicated service to
the City of Corpus Christi as a member and chairman of the Planning Commission
and urge that he accept the gratitude of the City Council and the citizens of
this City for his unstinting efforts to make this community a better place in
which to live.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the Council to express its support and intent at the earliest practicable date,
such finding of an emergency is made and declared requiring suspension of the
Charter rule as to consideration and voting upon ordinances or resolutions at
three regular meetings so that this resolution is passed and shl take effect
upofirst reading as an emergency measure this the 94C day of

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
