COMMENDING SARAH NORRIS AND MARY ANNE RHODES FOR THEIR
DEDICATED SERVICE AS CO-CHAIRMEN OF THE CITY OF CORPUS
CHRISTI'S SESQUICENTENNIAL COMMITTEE; AND DECLARING AN
EMERGENCY.
WHEREAS, the State of Texas celebrated its 150th birthday in 1986 and
all cities and communities were encouraged to participate in this year-long
event by conducting area and local celebrations; and
WHEREAS, Mayor Luther Jones appointed Sarah Norris and Mary Anne
Rhodes as Co -Chairmen of the Sesquicentennial Committee in September of 1984 to
coordinate and initiate activities to commemorate this very important year in
our State's history; and
WHEREAS, Mrs. Norris and Mrs. Rhodes established a working committee
of approximately twenty-five members of the community who recommended a master
plan of over 150 Sesquicentennial activities which were submitted to the State
Sesquicentennial Committee and which resulted in the designation of Corpus
Christi as an official "Texas Independence Community"; and
WHEREAS some of the outstanding accomplishments of Mrs. Norris and
Mrs. Rhodes include the establishment of a time capsule at the new Corpus
Christi Public Library with the capsule to be opened in 1990; a gift to the City
that will add the final improvements to the Multicultural Center in Heritage
Park; and the creation of, and arrangements for, the first "Homecoming
Celebration" that will be an annual event in Heritage Park; and
WHEREAS, all of these very special events occurred only because of the
dedicated, unselfish service of Mrs. Norris and Mrs. Rhodes, who devoted many
hours, effort and expertise to see that the citizens of the City of Corpus
Christi enjoyed an outstanding and eventful Sesquicentennial year;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. Sarah Norris and Mary Anne Rhodes be commended for their
unstinting efforts, for their vision, and their organizational ability, and urge
that they accept the gratitude of the City Council and all of the citizens of
Corpus Christi.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the Council to express its support and intent at the earliest practicable date,
such finding of an emergency is made and declared requiring suspension of the
Charter rule as to consideration and voting upon ordinances or resolutions at

three regular meetings so that this resolution is passed and shall take effect
upon first reading as an emergency measure this the 30th day of December, 1986.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or 'resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
,and pass -this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City.Council.
