Mayor Pro Tem Noyola called the meeting to order in the Council Chambers of City Hall.
City Secretary Chapa verified that the necessary quorum of the Council and the required charter
officers were present to conduct the meeting.
Mayor Pro Tem Noyola called for the canvassing of the special election results of the
November 2, 2004 election, held jointly with Nueces County. City Secretary Chapa explained each
Council member was provided with precinct -by -precinct election results, and the Mayor Pro Tem
had envelopes for each of the city's precincts containing the results submitted by the election judges.
To canvass the results, Mr. Chapa asked the Council to compare the election judges' returns to the
County Clerk's report.
Mayor Pro Tem Noyola randomly selected precincts for review, and the election judges'
reports matched the county's results for these precincts (*Mayor Neal and Council Member Kelly
arrived). Council Member Garrett made a motion to canvass the returns and declare the results of
the special election held on November 2, 2004, seconded by Mr. Scott, and passed. City Secretary
Chapa polled the Council for their votes as follows:

Canvassing returns and declaring results of the Special Election held on November 2, 2004
in the City of Corpus Christi for the adoption of five bond propositions; adoption of a
permanent ad valorem tax freeze on residence homesteads of persons sixty-five (65) years
of age or older or disabled persons and eligible spouses; and adoption of seven amendments
to the Charter of the City of Corpus Christi.
An emergency was declared, and the foregoing ordinance was passed and approved with the
following vote: Neal, Chesney, Colmenero, Cooper, Garrett, Kelly, Kinnison, Noyola and
Scott, voting "Aye".
Mayor Pro Tem Noyola called for public comment. Mr. Bill Kopecky, 3609 Topeka, spoke

in support of the tax freeze measure, saying it could be used to market the city as a retirement
community.
There being no further business to come before the Council, Mayor Pro Tem Noyola
adjourned the special Council meeting at 12:53 p.m. on November 10, 2004.
