CITY OF CORPUS CHRISTI
On this the 5th day of March, 1987, the City Council
'of the City of Corpus Christi, Texas convened in Regular
Meeting, with the following members of said Council present,
to -wit:
Luther Jones,
Dr. Jack Best,
Frank Mendez,

Leo Guerrero;
Linda Strong,
Joe McComb,
Bill Pr -net,
Mary Pat Slavik,
Craig A. McDowell,
Hal George,
Debra J. Andrews,

Mayor,
Mayor Pro -Tem,
Councilmembers,
City Manager
City -Attorney,
Director of Finance,
City Secretary,
with the following absent: None
constituting a quorum, at which time the following among
other business was transacted:
City Secretary Chapa presented for the consideration of the
Council an ordinance. The ordinance was read by the City
Secretary. The Mayor presented to the Council a communica-
tion in writing pertaining to said proposed ordinance, as
follows:

Gentlemen:
"The public importance and pressing need for calling an
election on the question of the issuance of obligations
creates an emergency and an imperative public necessity

requiring the suspension of rules and Charter provisions
requiring ordinances to be considered and voted upon at
three regular meetings. I, therefore, request that the City
Council pass the proposed ordinance calling .an election on
the question of obligations as an emergency measure. You
will please consider this request in connection with the
ordinance which is to be introduced for passage by the City
Council on the subject.

Councilmember Jack Best
moved that the Charter
provision prohibiting ordinances from being passed finally
on the date introduced be suspended for the reasons stated
in the written request of the Mayor and stated in the emer-
gency clause of the ordinance. The motion was seconded by
Councilmember Frank Mendez . The motion was carried by
an unanimous vote by the City Council, viz.:
AYES: All present voted Aye.
NAYS: None.
Councilmember Jack Best moved that the ordi-
nance be passed finally. The motion was seconded by Coun-
cilmember Frank Mendez . The motion was carried by the
following vote:
AYES: All present voted Aye.
NAYS: None.
The Mayor announced that the ordinance had been passed.
The ordinance is as follows:
ORDINANCE NO. /10456
CALLING FOR AND ORDERING AN ELECTION FOR APRIL 4, 1987, ON
THE QUESTION OF THE ISSUANCE OF BONDS AND OTHER OBLIGATIONS
WHEREAS, the City Council of said City deems it advis-
able to issue the obligations of said City for the purposes
hereinafter stated;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1
That an election shall be held in said City on Satur-
day, the 4th day of April, 1987, between the hours of 7:00
A.M. and 7:00 P.M., in the several regular Election Pre-
cincts of said City which are the regular precincts of
Nueces County, Texas, to the extent they are within the city
limits of said City, and at the Polling Places as set forth
on Exhibit A attached hereto and made a part hereof.
SECTION 2
That the City Council shall appoint a Presiding Judge
, and an alternate presiding judge for each precinct.
Each Presiding Judge shall appoint not less than two
nor more than five qualified election clerks to serve and
assist in conducting said election, provided that if the
Presiding Judge actually serves as expected, the Alternate
Presiding Judge shall be one of such clerks.
SECTION 3
That at said election, the following propositions shall
be submitted in accordance with law:
ACQUISITION OF LIBRARY BOOKS AND REFERENCE DATA
FOR THE CORPUS CHRISTI PUBLIC LIBRARY SYSTEM
BOND PROPOSITION NO. 1
Shall the City Council of said City be authorized to
issue the bonds orotherobligations of said City in one or
more series or issues, in the aggregate principal amount of
$1,000,000, with the bonds or other obligations of each such
series or issue, respectively, to mature serially within not
to exceed 25 years from their date, and to be sold at such
prices and bear interest at such rates as shall be deter-
mined within the discretion of the City Council, for the
purpose Of THE -ACQUISITION OF LIBRARY BOOKS (CHILDREN AND
ADULT) REFERENCE AND RESOURCE MATERIALS FOR CORPUS CHRISTI
PUBLIC LIBRARY AND THE FLOUR BLUFF, GREENWOOD, NORTHWEST AND
PARKDALE BRANCHES; and shall said City Council be authorized
to levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
,''interest on said bonds or other obligations and provide a
sinking fund to pay said bonds or other obligations at
maturity?

BOND PROPOSITION NO. 2
Shall the City Council of said City be authorized to
issue the bonds or other obligations of said City in one or
more series or issues, in the aggregate principal amount of
$420,000, with the bonds or other obligations of each such
series or issue, respectively, to mature serially within not
to exceed 25 years from their date, and to be sold at such
prices and bear interest at such rates as shall be deter-
mined within the discretion of the City Council, for the
purpose of PERMANENT IMPROVEMENTS FOR EXPANSION OF LINDALE
AND GREENWOOD SENIOR CENTERS; and shall said City Council be
authorized to levy and cause to be assessed and collected
annual ad valorem taxes in an amount sufficient to pay the
annual interest on said bonds or other obligations and
provide a sinking fund to pay said bonds or other obliga-
tions at maturity?
SECTION 4
That all resident, qualified electors of the City shall
be entitled to vote at said election.
SECTION 5
That the official ballots for said election shall be
,prepared in accordance with the Texas Election Code so as to
permit the electors to vote "FOR" or "AGAINST" the aforesaid
Propositions, which shall be set forth in substantially the
following form:

That said ballots shall be printed in English and in
Spanish for use in said election.
SECTION 6
:That the City Secretary of the City of Corpus Christi
shall be the absentee voting clerk at said election.
Absentee voting shall be conducted by two methods:
A. Voting by personal appearance.; -and
B. Voting by mail.
Absentee voting by personal appearance shall be conducted in
the City Secretary's Office, lobby of City Hall (designated
as an extension of the City Secretary's Office), 302 South
Shoreline, Corpus Christi, Texas, Monday through Saturday
beginning at 8:00 A.M. and ending at 5:00 P.M. Said
"absentee voting shall begin on Monday, March 16, 1987, and
shall end at 5:00 P.M. on March 31, 1987.
SECTION 7
That the Absentee Ballot Board is hereby created to
process absentee voting results, and Bruce Aycock is hereby
appointed as Presiding Judge, to serve as Presiding Judge
for this election. The Presiding Judge is a resident,
qualified elector of the City. The Presiding Judge shall
appoint at least two other members of such Board. The
following are appointed as Deputy City Secretaries
conduct absentee voting:

SECTION 8
That mechanical voting machines, as defined in Chapter
121 of the Texas -Election Code, shall be used for voting on
the Propositions prescribed herein, and for the counting of
the ballots and the tabulation of the results. Said mechan-
ical voting machines shall be used for absentee voting by
personal appearance and for voting at the 'regular polling
places at said -election. Paper ballots shall be used for
absentee voting by mail. The conduct of the election and
the use of the mechanical voting machines shall be in
accordance with the Texas Election Code.
SECTION 9
That notice of said election shall be given by posting
a substantial copy of this Ordinance in English and in
Spanish in three (3) public places of said City and also at
the City Hall, not less than 15 days.prior to the date set
.for said election; and a substantial copy of this Ordinance
alsoshall be published on the same day in each of two
successive weeks in a newspaper of general circulation
published in said City, the date of the first publication to
be not less than 14 days prior to the date set for said
election.
SECTION 10
That it is hereby officially found and determined that
the meeting at which this Ordinance was passed and said
election was called was open to the public and public notice
of the time, place and purpose of said meeting was given,
all as required by Vernon's Annotated Civil Statutes,
Article 6252-17, as amended.
SECTION 11
That in all respects said election shall be conducted
in accordance with the Texas Election Code.
SECTION 12
That all ordinances and resolutions or parts thereof in
conflict herewith are hereby repealed.

I, the undersigned, City"Secretary of the City of
Corpus Christi, Texas, do hereby certify that the above and
foregoing is a true, full and correct copy of an ordinance
passed by the City Council of the City of Corpus Christi,
Texas (and of the minutes pertaining thereto), on the
day of March, 1987,"calling an election on the question of
the issuance of obligations, which ordinance is duly of
record in the minutes of said City Council, and said meeting
was open to the public, and public notice of the time, place
and purpose of said meeting was given, all as required by
Vernon's Ann. Civ. Stat. 6252-27, as amended.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
