WHEREAS, Edmund E. Mireles a longtime resident of the City of Corpus
Christi was on March 17, 1987, called to his eternal rest; and
WHEREAS, Edmund E. Mireles, served the community as a civic leader and
educator for 32 years until his retirement in 1971; and
WHEREAS, Edmund E. Mireles was an author, innovator, and educator
who established summer school programs for non-English speaking persons that
became a model for others to follow; served as coordinator of the Adult Basic
Education Federal Program for Corpus Christi Independent School District; served
as President of LULAC Council No. 1 and Family Services Bureau; Vice President
of the Community Council; and a member of La Retama Library Board; and
WHEREAS, the passing of this longtime civic leader and educator is a
loss to the citizens of the City of Corpus Christi, as well as to family and
friends;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the valuable services performed by Edmund E. Mireles
are deeply appreciated by the City Council and the citizens of this community,
that this brief record of his many accomplishments, contributions and public
service be recalled, and that this resolution be spread upon the City Council
Minutes of the City of Corpus Christi and become part of the archives of this
City.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this the0:244411 day of n,(atkah , 19$7 .

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
