HomeMy WebLinkAbout19695 ORD - 04/07/1987A RESOLUTION WHEREAS, the need for health and human services has increased as the Texas economy has changed; and, WHEREAS, the states have an enlarged role in funding for health and human services as the federal government transfers this responsibility; and, WHEREAS, the capacity of local governments to respond to funding for health and human services has decreased as revenue sharing and other grants to local governments decline; and, WHEREAS, community private resources for assisting the needy have doubled, but the need has grown beyond their capacity to respond; and, WHEREAS, Texas is parsimonious in funding for health and human services; and, WHEREAS dedicated funds prevent spending from being spread fairly across all areas of the state budget; and, WHEREAS, the state has a unique responsibility to deliver health and human services to indigent people; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The City Council of the City of Corpus Christi calls attention to the dire need of indigent health care and urges the leaders and members of the Texas Legislature to give serious attention to efforts to: 1. Adequately fund the Department of Health, the Department of Human Services, Indigent Health Care Programs, Aid to Families with Dependent Children, Medicaid, and other health and human services. 2. Raise the eligibility standard for health and human services for the indigent to the federal poverty threshold. 3. Restructure the state revenue system to enable the state to adequately fulfill our essential state responsibilities. SECTION 2.
