AUTHORIZING THE EXECUTION OF AMENDMENT NO. 1 TO THE CONTRACT
FOR ENGINEERING SERVICES WITH W. P. WILLS, CONSULTING
ENGINEERS, PROVIDING FOR THE PREPARATION OF PLANS AND
SPECIFICATIONS FOR THE RUNWAY 13-31 TAXIWAY REHABILITATION
PROJECT; APPROPRIATING $110,000; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute
Amendment No. 1 to the Contract for Engineering Services with W. P. Wills,
Consulting Engineers, providing for the preparation of plans and specifications
for the Runway 13-31 Taxiway Rehabilitation project, all as more fully set forth
in the amendment, a substantial copy of which is attached hereto and made a part
hereof, marked Exhibit "A."
SECTION 2. That there is hereby appropriated $110,000 from the
No. 541 Airport Bond Fund of which $106,521.50 is for the contract award and
$3,478.50 is for additional testing and printing costs applicable to Project
No. 541-86-3.1, Taxiway Rehabilitation for Runway 13-31.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned amendment at the earliest practicable date, such
finding of an emergency is made and declared requiring suspension of the Charter
rule as to consideration and voting upon ordinances or resolutions at three
regular meetings so that this ordinance is passed and shall take,,, effect upon

The City of Corpus Christi, Texas, hereinafter called "City" and
W. P. Wills Consulting Engineers, hereinafter called "Engineer", agree to
the following amendment to the Contract for Engineering Services for
Taxiway System (Runway 13-31) Rehabilitation and Lighting which was
authorized by Ordinance No. 19618 which was passed on January 27, 1987.
I2. SCOPE OF SERVICES
1. The Engineer shall be authorized to proceed with the Design Phase
Services as specified in Section II, Subsection B, "In the Design
Phase", of the current contract.
2. Delete the last sentence of the present paragraph under Section
II, Subsection D, "Special Services", and add the following
paragraph:
The contract includes the furnishing of Surveying Services, by
the Engineer, during the Design Phase of the project. City
agrees to pay the Engineer a sum not to exceed Fifteen Thousand
Five Hundred Dollars ($15,500.00) for such services as outlined
in Engineer's Letter of March 19, 1987, Appendix B, to the
Director of Engineers Services. This sum is in addition to the
Basic Fee as outlined in Section III, Paragraph A, herein.
3. The time for completion of the Design Phase shall be changed from
45 calendar days to 75 calendar days.
III. FEES
1. The present Section III, FEES, shall be deleted and the following
inserted in lieu thereof.
A. Fee for Basic Services Authorized
The City will pay the Engineer a fixed fee of One Hundred Two
Thousand Two Hundred Forty Nine and 50/100 Dollars ($102,249.50)
providing for services only (except Special Services) in this
Contract. This fee will be full and total compensation for all
services outlined herein. Fees for Special Services are outlined
in Section II, Paragraph D of this Contract.
B. Payment of Fee for Preliminary Basic Services
For services rendered under the Preliminary Phase as described
above for work authorized by the City the sum of Eleven Thousand
Two Hundred Twenty Eight and 00/100 Dollars ($11,228.00) shall be

due and payable. Approval of preliminary engineering report will
be required before final payment, except that the City will
approve monthly payments to a maximum of 75% of this fee until
such time as the Preliminary Phase is approved.
C. Payment of Fee for Design Phase Basic Services
For services rendered under the Design Phase as described above
for work authorized by the City, the sum of Seventy Six Thousand
Six Hundred Eighty Six and 50/100 Dollars ($76,686.50) shall be
due and payable. Approval of the final plans and specifications
will be required before final payment for this phase. Payment
may be made on a monthly basis, based on invoices submitted by
the Engineer. '
D. Payment of Fees for Construction Phase Basic Services • .
For services rendered under the Construction Phase as described
above for work authorized by the City the sum of Fourteen
Thousand Three Hundred Thirty Five and 00/100 Dollars
($14,335.00) shall be due and payable. Payment may be made on a
monthly basis based on invoices submitted by the Engineer.
All other terms and conditions
