REPEALING ORDINANCE NO. 19684, DATED MARCH 31, 1987, AND
ANNULLING THE CONTRACT AWARD TO HELDENFELS BROTHERS, INC.
FOR CONSTRUCTION OF SANITARY SEWERS TO SERVE THE RIVERSIDE
PARK SUBDIVISION; AUTHORIZING THE EXECUTION OF A CONTRACT
WITH ISLES ENGINEERING AND CONSTRUCTION, INC. FOR THE
CONSTRUCTION OF SANITARY SEWERS TO SERVE THE RIVERSIDE PARK
SUBDIVISION; APPROPRIATING $261,000; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 19684, dated March 31, 1987, is hereby
repealed; that the contract award to Heldenfels Brothers, Inc. for construction
of sanitary sewers to serve the Riverside Park Subdivision is hereby annulled;
that Heldenfels' cashiers check for $8,993.70 as liquidated damages be accepted;
and that the 5 percent bid bond previously submitted with Heldenfels' proposal
be returned.
SECTION 2. That the City Manager is hereby authorized to execute a
contract with the second low bidder, Isles Engineering and Construction, Inc.,
for the construction of sanitary sewers to serve the Riverside Park
Subdivision, all as more fully set forth in plans and specifications and
contract documents on file in the office of the City Secretary, all of which are
made a part hereof by reference and according to the bid of Isles Engineering
and Construction, Inc., said bid being the lowest and most advantageous to the
City of Corpus Christi.
SECTION 3. That there is hereby appropriated $261,000 from the
No. 250 Sanitary Sewer Bond Fund of which $231,924.10 is for the contract award
and $29,075.90 is for additional engineering, contingencies and related expenses
applicable to Project No. 250-86-44-8.1, Riverside Park Sanitary Sewer
Improvements.
SECTION 4. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to take
immediate action to preserve and protect public property by expediting the
construction of public improvements, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings so that this ordinance
is passeand shall t ke effect upon first reading as an emergency measure this

or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three

and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
