AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE CONTRACT
WITH BLACK AND VEATCH FOR ENGINEERING SERVICES RELATED TO
THE CONSTRUCTION OF THE STEVENS PLANT RAW WATER RESERVOIR
AND SEDIMENTATION LAGOONS TO PROVIDE FOR THE DESIGN PHASE
INCLUDING THE PREPARATION OF DETAILED PLANS AND
SPECIFICATIONS; APPROPRIATING $170,000; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute an
amendment to the contract with Black and Veatch for engineering services related
to the construction of the Stevens Plant Raw Water Reservoir and Sedimentation
Lagoons to provide for the design phase including the preparation of detailed
plans and specifications, all as more fully set forth in the amendment, a
substantial copy of which is attached hereto and made a part hereof, marked
Exhibit "A."
SECTION 2. That there is hereby appropriated $71,000 from the Project
No. 205-81-44-9.1, Stevens Plant Raw Water Reservoir and $99,000 from Project
No. 205-81-44-10.1, Stevens Plant Sludge Lagoon for a total sum of $170,000, of
which $169,000 is for the consultant award and $1,000 is for printing, testing
and expenses applicable to Project No. 205-81-44.9.1.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned amendment at the earliest practicable date, such
finding of an emergency is made and declared requiring suspension of the Charter
rule as to consideration and voting upon ordinances or resolutions at three
regular meetings so that this ordinance is passed and shall take effect upon

CONTRACT FOR ENGINEERING SERVICES FOR
RAW WATER STORAGE RESERVOIR AND SLUDGE LAGOONS

The City of Corpus Christi, Texas, hereinafter called "City", and Black &
Veatch, hereinafter called "Engineer", agree to the following amendment to the
Contract for Engineering Services for the Raw Water Storage Reservoir and
Sludge Lagoon at O. N. Stevens Water Treatment Plant which was authorized by
Ordinance No. 19347 on June 10, 1986.
(1) Section II, Subsection B, "In the Design Phase", shall be deleted and the
following included in lieu thereof:
B. In the Design Phase
1. A Design Memorandum will be prepared to provide a basis for the
detailed design of the raw water reservoir and sludge lagoon. The recommended
Alternative 2 in the Preliminary Engineering Report will be used to establish
the basic design criteria. Items to be considered will include:
- Site layout.
- Embankment and bottom construction materials.
- Site structures
- Piping materials and valve types.
- Pumping equipment.
- Electrical.
- Instrumentation.
- Preliminary opinion of probable cost.
- Deductive alternatives to match available funding.
The Design Memorandum will be reviewed by the Engineer's Quality
Control group for conformance to proper design standards. The Memorandum will
be reviewed by the City and a final Memorandum will be prepared incorporating
,.all review comments.
2. Monthly progress meetings will be held to keep the City informed
and to ensure its input in the design of the facility.
3. The design will include a combination reservoir/sludge lagoon as
described for Alternative 2 in the Preliminary Engineering Report. The scope
of services for preparation of drawings and specifications is based upon one
construction contract with a maximum total of 20 sheets of drawings. The
design components will include:
- 120 MG raw water reservoir.
- Two cell sludge lagoon.
- Raw water junction box.
- Influent structure.

- Diversion structure. • - •:q, __
- Lagoon decant structures.
- Reservoir overflow.
- Intake structure.
- Low lift pumping station.
- Valves and piping.
- Chemical feed piping for application at reservoir.
- Improvements to pumps and piping at existing sludge return
pumping station.
- Electrical and instrumentation for low lift pumps.
- Modest landscaping of highly visible berms, irrigation system
for shrubbery and seeding.
- Security fencing for facility.
Draft plans and specifications will be prepared and three copies
submitted to the City for review. The Engineer will meet with City staff to
discuss comments made by the City.
4. In-house value engineering procedures will be used during
preparation of drawings and specifications. All drawings and specifications
will be reviewed by the Engineer's Quality Control group.
5. Complete drawings and specifications will be submitted to the
City for review. _ Final drawings and specifications will incorporate the
City's review comments. Final drawings and specifications will also be
submitted to the Texas Department of Health for review and approval. .
6. Upon completion of the construction drawings and specifications,
the Engineer will prepare an opinion of probable construction cost. The final
bid documents will include the raw water reservoir as a deductive alternate
that may be removed from the construction of the project to match available
funding.
7. The Engineer will assist the City during the bid -period. This
assistance will include reproduction of a maximum of 30 sets of bid documents
for the City to distribute, preparation of addenda, attendance at the bid
opening, tabulation of the bids, recommendation of award, and preparation of
conformed copies of bid documents.
(2) Under Section II, Subsection C, "In the Construction Phase", the note
prefacing this section shall be deleted and the following shall be
included in lieu thereof:

NOTE: THE SCOPE OF SERVICES IN THE CONSTRUCTION PHASE MAY BE REFINED
AFTER COMPLETION OF THE DESIGN PHASE.
(3) Section II, Subsection E, "Order of Services" shall be amended as
follows:

a. The time of completion of the Design Phase shall be changed from 120
calendar days to 150 calendar days.
b. The following shall be added to this section:
"The time for City review and approval of same shall not be counted
toward the completion time."
(4) The following subsections shall be added to Section III, FEE:
C. Fee for Design and Construction Phase Services
The City will pay the Engineer a fixed fee of One Hundred Sixty -Nine
Thousand Dollars ($169,000.00) for the Design and Construction Phase services.
This fee will be full and total compensation for all services outlined in
these phases.
D. Payment of Fee for Design and Construction Phase Services
For services rendered under the Design and Construction Phases as
described above for work authorized by the City, all of the fixed fee shall be
due and payable. Monthly invoices based upon actual percent completion shall
be submitted. A maximum of 75 percent of this fee shall be paid for the
Design Phase services, and the remainder of the fixed fee shall be paid for
Construction Phase services.
All other terms and conditions of the contract approved on June 10, 1986,
between the City and Engineer not specifically addressed herein shall remain
in full force and effect.
