AMENDING ORDINANCE 19281 TO PROVIDE FOR THE TRANSFER OF
FUNDS APPROPRIATED FOR THE AGREEMENT WITH PATE AND PRICE
AIRPORT CONSULTANTS, INC. FOR THE PAYMENT OF AIRPORT
CONSULTANT SERVICES AUTHORIZED BY AGREEMENT WITH JOHN F.
BROWN COMPANY, INC.; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance 19281 is hereby amended to provide for the
transfer of funds appropriated for the agreement with Pate and Price Airport
Consultants, Inc. for the payment of airport consultant services authorized by
agreement with John F. Brown Company, Inc., all as more fully set forth in the
agreement, a substantial copy of which is attached hereto and made a part
hereof, marked Exhibit "A."
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned agreement at the earliest practicable date, such
finding of an emergency is made and declared requiring suspension of the Charter
rule as to consideration and voting upon ordinances at three regular meetings so
that this ordinance is passed and shall tak�e, effect',In1 upon first reading as an

AIRPORT CONSULTANT SERVICE
This Agreement made and entered into by and between the City of Corpus
Christi, Texas, hereafter referred to as "City", and John F. Brown
Company, Inc., hereinafter referred to as "Consultants":
WHEREAS, the City is the operator of Corpus Christi International
Airport and desires the financial and management and other related
services of the Consultant; and,
WHEREAS, Consultant is engaged in such business and has agreed to
perform those services:
NOW, therefore, in consideration of the covenants and conditions
contained herein the parties hereto agree as follows:
1. Purpose: Collection and analysis of data concerning air traffic,
historical operation and maintenance expenses, financial management; the
effects of the new terminal/concourse improvements on operations and
maintenance; analysis of organization structure and legal and
contractual framework of operations; recommendation of rental rates to
be charged to airlines; preparation of an airline use agreement;
assistance in airline lease negotiations as requested by the City;—and
any other Airport related service as requested by the City.
2,. Fees: The consultants fees will be based on all time spent on
behalf of the City including air and ground travel time at the rate not
exceeding $110.00 an hour. No fees will be charged for services of the
Consultants' office staff. Travel related expenses reimbursement to the
consultants will be at actual costs. Special documents requested by the
City other than normal reports, will be reimbursed by the City based on
actual costs.
Fees will be payable upon receipt of statements by the City.
3. Service shall begin upon execution of this agreement.and the
recommended rates and charges shall be presented to the City within
three months.
4. Termination: The City may terminate this agreement by giving
written notice if not satisfied with the consultants' service.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
