HomeMy WebLinkAbout19812 ORD - 06/23/1987AN ORDINANCE AUTHORIZING.THE EXECUTION OF A CONTRACT WITH CORPUS CHRISTI STATE UNIVERSITYT0_ UNDERTAKE A STUDY TO DETERMINE HE NATURE AND EXTENT OF LEGAL ANDILLEGAL_IMMIGRATION IN SOUTH TEXAS;,APPROPRIATING $25,000; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager is hereby authorized to execute a contract with Corpus Christi State University to undertake a study to determine the nature and extent of legal and illegal immigration in South Texas to ascertain such immigration's probable future effect, all as more fully set forth in the contract, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A." SECTION 2. That there is hereby appropriated $25,000 from the Economic Development Trust Fund. SECTION 3. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need of executing the abovementioned contract at the earliest practicable date, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at three regular meetings so that this ordinance is passed and shall toeffect upon first reading as an emergency measure this ther46,01Lday of k LjL� , 19r . W ITNESSET H: Whereas, recent events have focused attention on immigration and immigration policies in the United States and specifically immigration in South Texas; and Whereas, the actual magnitude of immigration into South Texas has never been adequately researched nor has the impact of this immigration actually been measured or projected; and Whereas, the City has determined that a study identifying the numbers and affects of immigration in South Texas would be beneficial as part of its economic development program; and Whereas, CCSU has the ability through its faculty to conduct such research and is desirous of establishing a program to conduct a major 3 -year research study on the immigration and its affects on South Texas; NOW THEREFORE, for and in consideration and the exchange of mutual covenants and conditions herein contained to be kept and performed by the pares hereto, it is hereby agreed as follows: I. The City will provide $25,000 to CCSU when matched by a like amount raised from private sources by CCSU to undertake a program of research and data collection on immigration in South Texas during the summer of 1987 by faculty of CCSU. II. CCSU will cause to be published a preliminary report of its basic research in the Fall of 1987 and will provide a copy of the report as well as a presentation on the project to the City. CCSU will endeavor to secure additional funding from other sources for the continuation of the project for an additional 21 years. CCSU will provide periodic updates to the City Council during the term of the project as well as copies of any published material. IV. CCSU will credit the City with partial funding of the project in each report or paper issued by the project, along with a standard disclaimer of endorsement. V. The City will provide the funding to CCSU in an initial payment of $12,500 upon execution of this contract and an additional $12,500 on August 1, 1987.
