WHEREAS, we the Mayor and Council Members of the City of Corpus Christi,
Texas wish to commend Mr. Secundino Gutierrez, District Engineer for the State
Department of Highways and Public Transportation, for his tireless efforts to
improve transportation in the Corpus Christi area; and
WHEREAS, Mr. Gutierrez has been responsible for obtaining approximately
$400 million for transportation improvements since he was appointed District
Engineer in Corpus Christi in 1981, several of those being the Extension of
the Crosstown Expressway, completion of I.H. 37 through Calallen, widening and
improvement of the Nueces Bay Causeway, construction of the U.S. 77 & F.M. 624
interchange, and the improvement of Saratoga Boulevard between Ayers and South
Staples; and
WHEREAS, Mr. Gutierrez played an important role in the project
development process leading to the successful establishment of Homeport in the
area, and is continuing in his efforts to provide highway projects to meet
increased traffic congestion anticipated by Homeport; and
WHEREAS, Mr. Gutierrez has maintained a close and cooperative
relationship with the public, the City of Corpus Christi, the Regional Transit
Authority, Nueces and San Patricio County officials, other State and Federal
agencies, as well as State Legislative delegates to promote harmonious
resolution of area wide transportation issues;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi expresses sincere
appreciation to Mr. Secundino "Nino" Gutierrez for his outstanding efforts and
contributions in the development of a superior transportation system within
and leading to the Corpus Christi area.
SECTION 2. That the City Secretary is instructed to forward certified
copies of this resolution to Mr. Raymond E. Stotzer, Engineer Director for the
State Department of Highways & Public Transportation, as well as the Chairman
and Members of the State Highway Commission.
SECTION 3. That upon written request of the Mayor or five Council
Members, copy attached, to find and declare an emergency due to the need for
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and shall takeeff� n first
reading as an emergency measure this the ,1?0, day of ,
