AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH M.D. KOCH,
Ph.D FOR SERVICES AS A POLICE PSYCHOLOGIST.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute an
agreement with M.D. Koch, Ph.D for services as a police psychologist, all as
more fully set forth in the agreement, a substantial copy of which is attached
hereto and made a part hereof, marked Exhibit "A."

AGREEMENT
KNOW ALL BY THESE PRESENTS:
This Agreement is made and entered into by and between the City of Corpus
Christi, a municipal corporation situated in Nueces County, Texas, acting
through its duly authorized officers (hereinafter "City") and Dr. M. Koch, 5315
Everhart, Corpus Christi, Texas (hereinafter "Psychologist");
WITNESSETH:
The City and the Psychologist in consideration of the mutual covenants and
agreements contained herein do mutually agree as follows:
I.
Psychologist shall provide services and materials, as directed by the
police chief of the City according to the requirements of said City's police
department. City does not guarantee to Psychologist the maximum hours noted in
Exhibit "A" but only those up to the maximum which are provided at the rate of
$25.00 per hour and shall be performed in a professional manner. All matters
not covered in detail shall be performed in a manner consistent with the
standards now prevailing in the discipline of professional psychology.
II.
This Agreement shall be effective as of August 1, 1987, and shall continue
until July 31, 1988. The times and dates services are actually performed shall
conform to the reasonable needs of said police department as determined by said
police chief. Records shall be kept and maintained in a professional manner by
Psychologist documenting hours worked and detailing services rendered. Time
sheets containing such information shall be presented by Psychologist to City on
a monthly basis, and payment shall be made by City on a monthly basis at the
rate of $25.00 per hour. No services or fees shall exceed the maximum provided
in Exhibit "A" for each category of services; provided, however, that said
police chief may authorize transfer of hours from one category to another. In
no event shall services be rendered in excess of the maximum contract price of
$33,325.00 without prior approval by the City.
III.
This Agreement shall not be assignable by either party without prior
written consent of the other party.

IV.
If any provision of this Agreement is declared or found to be illegal,
unenforceable at law or void, neither party hereto shall be relieved of any
other obligations arising under the Agreement; and if capable of performance,
the remainder of the Agreement shall not be affected thereby.
V.
All amounts due hereunder and all obligations performed hereunder are to be
paid and are performable in Nueces County, Texas, and all questions arising
under this Agreement shall be construed and resolved according to the laws of
the State of Texas.
VI.
Except as may otherwise be provided herein, this Agreement shall be subject
to amendment only with the mutual consent of the parties hereto.
VII.
This Agreement may be terminated for convenience by either party at any
time by notice in writing to the other party at least thirty (30) days prior to
the effective date of such termination.
VIII.
This Agreement in no way affects Psychologist's obligations to comply with
all applicable laws, ordinances and codes of the Federal, State, and local
governments.
IX.
All powers not explicitly vested in Psychologist by this Agreement remain
with the City.
IN TESTIMONY OF WHICH this Agreement has been executed by the parties
hereto on this day of , 19 , in duplicate originals,
both of equal force and effect.

Interviewing and counseling officers regarding their
reaction to internal disciplinary processes, and
providing management consultation regarding the
apparent value of the processes as related to the
overall effectiveness in correcting unacceptable
behavior.
Maximum of 230 hrs. at $25.00 per hour 5,750
III. Family Counseling
Affording counseling services on strictly voluntary
basis to those officers and their families experiencing
personal problems related to job stresses, both on and
off duty, and personal relationships in marital
problems.
Maximum of 730 hrs. at $25.00 per hour 18,250
IV. Promotions and Assignments
Interviewing and testing officers to determine
suitability for promotions or assignments. Preparation
of and evaluation of testing results. Completing
written reports as required.
Maximum of 51 hrs. at $25.00 per hours 1,275
V. Major Crime Cases
Advising and counseling Police investigators on
criminal profiles for major crime incidents.
Maximum of 28 hrs. at $25.00 per hour 700
