HomeMy WebLinkAbout19890 ORD - 07/28/1987' AN ORDINANCE AMENDING ORDINANCE 3658, AS AMENDED, KNOWN AS THE COMPENSATION AND CLASSIFICATION PLAN: BY AMENDING SECTION 552 THEREOF SO AS TO DELETE AUTOMATIC SALARY ADJUSTMENT BASED ON LONGEVITY; AND BY ADDING A NEW SECTION 951.10 THERETO TO PROVIDE THREE PERSONAL DAYS PER YEAR; AND DECLARING AN EMERGENCY, PROVIDING FOR REVIEW OF JOB PERFORMANCE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Ordinance Number 3658, as amended from time to time, and known as the Compensation and Classification Plan of the City of Corpus Christi is amended by deleting Section 552 in its entirety substituting the following in lieu thereof: "552 Advancement of Salary within a Salary Schedule 552.1 Notwithstanding any other provision to the contrary, there is no automatic salary adjustment based on longevity, but increase shall be based on meritorious service. Advancement in each salary schedule shall be based on a review of job performance occurring on the employee's anniversary date which shall be defined as the date of the last satisfactory completion of probation for non -managerial employees. More frequent evaluation of job performance may be conducted as deemed appropriate. 552.2 The first review of job performance for consideration of salary advancement shall occur six months after appointment or promotion to a position at the entry step, and twelve months after appointment or promotion above the entry-level step. Review thereafter shall coincide with the anniversary date. 552.3 Salary advancement within the Managerial Group, with the exception of Council -appointed positions, shall be made at the sole discretion of the City Manager based upon review of job performance. 552.4 With the exception of Firefighters and Police Officers covered by collective bargaining agreements, this ordinance does not prohibit reductions in salary to employees whose performance for an evaluation period is not fully satisfactory when such reduction is not in conflict with Civil Service Board Rules and Regulations." 06P.101.01 .19890 MICROFILMED SECTION 2. That said ordinance Number 3658 is further amended by adding a new section 951.10 which sall be as follows: 951.10. Effective August 1 of each year, commencing in 1987, each permanent full-time employee not within the fire and police collective bargaining units shall receive three personal leave days to be used under guidelines promulgated by the City Manager. Personal leave days are non -cumulative and must be taken within the fiscal year received, and not thereafter. SECTION 3. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. SECTION 4. Publication shall be made one time in the official publication of the City of Corpus Christi by publishing the caption stating in substance the purpose of the ordinance, this ordinance to become effective upon such publication. SECTION 5. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need to take immediate action to preserve and protect public property by expediting the construction of public improvements, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at three regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the o2 $ day of , 19 8'7 .
