AUTHORIZING THE EXECUTION OF AMENDMENT NO. 2 TO THE
ENGINEERING SERVICES CONTRACT WITH W. P. WILLS, CONSULTING
ENGINEERS, FOR THE PREPARATION OF PLANS AND SPECIFICATIONS
TO REHABILITATE THE HIGH INTENSITY RUNWAY LIGHTING SYSTEM
FOR RUNWAY 13-31; APPROPRIATING $13,585; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute
Amendment No. 2 to the Engineering Services Contract with W. P. Wills,
Consulting Engineers, for the preparation of plans and specifications to
rehabilitate the High Intensity Runway Lighting System for Runway 13-31, all as
more fully set forth in Amendment No. 2, a copy of which is attached hereto as
Exhibit "A."
SECTION 2. That there is hereby appropriated $13,585 from the No. 541
Airport Bond Fund for the additional consultant fees applicable to Project
No. 541-86-3.1, Taxiway Rehabilitation for Runway 13-31.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to take
immediate action to preserve and protect public property by expediting the
construction of public improvements, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting
upon ordinances at three regular meetings so that this ordinance is passed and
shall take effect upon first reading as an emergency measure this the CJI day

ENGINEERING SERVICES FOR TAXIWAY SYSTEM (RUNWAY 13-31)
REHABILITATION AND LIGHTING

The City of Corpus Christi, Texas, hereinafter called "City" and
W.P. Wills, Consulting Engineers, hereinafter called "Engineer", agree to the
following amendment to the Contract for Engineering Services for Taxiway
System (Runway 13-31) Rehabilitation and Lighting which was authorized by
Ordinance No. 19618, passed on January 27, 1987 and amended by Ordinance No.
19723 on April 28, 1987.
Section I, Services to be Performed, shall be amended to include:
Rehabilitate Runway 13-31 High Intensity Runway Lights: Design a
replacement high intensity runway lighting system including cable replacement
as necessary and as directed by the City. A preliminary estimate of
$151,500.00 has been established including construction costs, engineer's
fees, contingencies, testing, inspection services and related expenses.
Section II, Scope of Services, Paragraph E, Order of Services, shall be
amended to add the following items of work to the contract:
Engineer agrees to begin work immediately on the aforementioned high
intensity runway lighting system upon approval of this amendment by the City
Council and written notice to proceed. All design work relating to the high
intensity runway lights shall be completed within 30 calendar days of notice
to proceed. The time for the City's review shall not be counted toward the
completion schedule.
Section III, Fee, shall be amended to provide additional compensation to
the Engineer as follows:

For services rendered in the Preliminary Phase associated with the
Rehabilitation of the Runway 13-31 High Intensity Runway Lighting System as
described above, the sum of One Thousand Eight Hundred Five and no/100 Dollars
($1,805.00) shall be due and payable.

C. Payment of Fees for Design Phase Basic Services, add the following
paragraph:
For services rendered in the Design Phase associated with the
Rehabilitation of the Runway 13-31 High Intensity Runway Lighting System as
described above, the sum of Ten Thousand Two Hundred Eighty and no/100 Dollars
($10,280.00) shall be due and payable. Approval of the final plans and
specifications shall be required prior to final payment for this phase.
Payment may be made on a monthly basis, based on invoices submitted by the
Engineer.
D. Payment of Fees for Construction Phase Basic Services, add the
following paragraph:
For services rendered under the Construction Phase associated with the
Rehabilitation of the Runway 13-31 High Intensity Runway Lighting System as
described above and as authorized by the City, the sum of One Thousand Five
Hundred and no/100 Dollars ($1,500.00) shall be due and payable. Payment may
be made on a monthly basis, based on invoices submitted by the Engineer.
All other terms and conditions of the contract approved on January 27,
1987, and amended on April 28, 1987, between City and Engineer not
specifically addressed herein, shall remain in full force and effect.
