AMENDING ORDINANCE NO. 19891, THE BUDGET ORDINANCE, AND
ORDINANCE NO. 3658, THE CITY CLASSIFICATION PLAN, TO REFLECT
CHANGES IN FUNDING AND STAFFING OF THE CITY RISK MANAGEMENT
DEPARTMENT AND SELF INSURANCE FUND: AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 19891 which adopted the 1987-88 fiscal
year budget is hereby amended as follows:
(A) The following changes are made under "Department: Risk
Management, Program: Risk Management, Fund 102, Number
112-501.17":'
(1) "100 Salaries and Retirement" is increased by $77,000, to be
allocated as required between Salaries & Wages (101) and
Retirement (109).
(2) "333 Car Allowance" is increased by $6,000, and "244 Office
Supplies" is increased by $4,000.
(3) "506 Capital Outlay" is increased by $10,685.
(B) The following changes are made under "Adopted Budget 1987-88,"
"Self -Insurance Fund --137 Expenditures": (1) Under
"Administrative Service," $146,800 is reduced to $48,615; under
"Excess Liability Premiums," $758,100 is reduced to zero; under
"Boiler Insurance," $8,000 is reduced to $1,020; under "Excess
Property Premiums," $158,000 is reduced to $102,000; under
"Brokers Fee," $60,000 is reduced to zero; under "Taxes," $25,000
is reduced to $5,000; under "Risk Management," $281,299 is
increased to $379,484; and the "Reserve for Workers Comp.
Liability," the "Reserve for General and Auto," and the "Closing
Balance" are deleted, and a new "Liability Reserve Account"
substituted therefor in the amount of $4,699,258.
SECTION 2. That Ordinance No. 3658, as amended, the City
Classification Plan, is amended as follows:
(A) Section 253 (Technicians) is amended by adding a new position,
Claims Adjuster, Job Class T55, Job Grade 025.
(B) Section 510 (Managerial Group) is amended by adding a new
position, Claims Administrator, Class Code N27, Salary Range
$29,600 - $42,400.

SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for the
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances at three regular meetings so that this
ordinance is passed and shall take effect upon first reading as an emergency

or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
