HomeMy WebLinkAbout20115 ORD - 12/17/1987AN ORDINANCE AMENDING THE CITY CODE, CHAPTER 2, ADMINISTRATION, SECTIONS 2-75, 2-76, AND 2-77 REGARDING THE LIBRARY 'ADVISOR`Y1 BOARD; PROVIDING FOR SEVERANCE; AND PROVIDING FOR 11 PUBLICATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Sections 2-75, 2-76, and 2-77, Chapter 2, Administration, City Code, are deleted in their entirety and the following sections are substituted therefor as follows: Sec. 2-75, Membership; Terms; Filling Vacancies There shall be a Library Advisory Board consisting of twelve members. Ten members shall be appointed by the City Council with terms of two years or until a successor is appointed, and two members shall be ex -officio members: the president of the La Retama Club shall be an ex -officio member; and the president of the Friends of the Corpus Christi Public Libraries shall be an ex -officio member without vote. Terms of members appointed by the City Council shall expire November 5, five in odd years and five in even years. The Library Advisory Board may make recommendations to the City Council for new Board members. A vacancy shall be filled for the unexpired term by the same means as the original appointment. Sec. 2-76, Rules of Procedure The Library Advisory Board shall adopt its own rules of procedure for the conduct of its business, shall select its own chairman and such other officers as the Library Advisory Board may determine are necessary. Sec. 2-77, Powers and Duties of Library Advisory Board The Library Advisory Board shall act as an advisor to the City Council on the policies and operations of the library. The Library Advisory Board shall make recommendations to the City Council on comprehensive policies on library services related to the following matters: 1. It shall make recommendations regarding policies for the administration of library programs, use of facilities, and selection of library resources. O8P.112.O1 20115 a 2. It shall seek citizen input about community needs and shall make appropriate recommendations for planning capital improvements and library services. 3. It may solicit for the libraries either directly or in cooperation with the Friends of the Corpus Christi Public Libraries or other private organizations gifts, revenues, bequests or endowments of money or property as donations or grants from persons, firms, foundations, or corporations. If the City is required to meet certain conditions, acceptance shall be subject to City Council approval. SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. SECTION 3. Publication shall be made one time in the official publication of the City of Corpus Christi by publishing the caption stating in substance the purpose of the ordinance, this ordinance to become effective upon such publication. 08P.112.01 That the foregoing second reading on following vote: Betty N.
