AMENDING ORDINANCE 19891 WHICH ADOPTED THE 1987-88 BUDGET BY
PROVIDING FOR THE CIVILIANIZATION OF THREE ADDITIONAL SWORN
POSITIONS IN THE POLICE DEPARTMENT; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance 19891 which adopted the 1987-88 fiscal year
budget, and the subsequent amendments contained in Ordinance 19997 and 20224, is
hereby amended by amending the third paragraph on page 295 of the Budget, the
first page of the "Police" section, so that it shall hereafter read as follows:
The 1987-88 budget focuses on the process of
"civilianization," replacing sworn personnel with civilians
wherever and whenever feasible. During this budget year,
fourteen (14) positions are hereby designated to be
civilianized: six (6) Identification Technicians, four (4)
Communications Supervisors, one (1) Building and Maintenance
Operations Supervisor, one (1) Vehicle Impound Lot
Supervisor, and two (2) Property Room Stock Clerks. As
positions become vacant through normal attrition of sworn
officers, civilians will be hired to occupy those positions
now occupied and staffing level of civilians will be now
occupied and staffing level of civilians will be increased
accordingly. Civilianization of these positions will result
in a savings to the department. Said civilianization shall
occur as follows: Upon existence of vacancies in any sworn
position in the police department during the 1987-88 fiscal
year, new civilian positions are and shall be automatically
created as follows in the following sequence:
(1) Upon each of the first four vacancies, a civilian
position of Communications Supervisor, grade 25, shall
be so created.
(2) Upon each of the vacancies occurring fifth through
tenth, a civilian position of Identification Technician
I, grade 18, or Identification Technician II, Grade 20,
as directed by the Director of Human Resources on a
case by case basis, according to current needs, shall
be so created.
(3) Upon the occurrence of the eleventh vacancy, a civilian
position of Building and Maintenance Operations
Supervisor, managerial group, shall be so created.
(4) Upon the occurrence of the twelfth vacancy, a civilian
position of Vehicle Impound Lot Supervisor, at a grade
so designated by the Department of Human Resources at a
later date, shall be so created.

(5) Upon each of the vacancies occurring thirteenth and
fourteenth, a civilian position of Property Room Stock
Clerk, at a grade so designated by the Department of
Human Resources at a later date, shall be so created.
As to any of the above vacancies which are in a sworn position above senior
officer, normal promotional procedures will be followed until a vacancy is
created in the position of senior officer, and, automatically upon creation of
said senior officer vacancy, said senior officer position shall be abolished.
As to any of the above vacancies which are in a sworn position of senior officer
or police officer, such position shall be abolished automatically upon first
existence of said vacancy. After any of the civilianization budget changes
mandated herein, the Police Chief may assign of reassign sworn or civilian
personnel as he deems necessary or desirable for the efficiency of the
department.
SECTION 2. That upon written request of the Mayor or five Council members,
copy attached, to find and declare an emergency due to the need for the
efficient and effective administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances at three regular meetings so that this
ordinance is passed and shall take of ect upon fir t reading as an emergency

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
