SUPPORTING THE EAST LAKE CORPUS CHRISTI WATERSHED LAND
TREATMENT PROGRAM AND AGREEING TO ACT AS A COSPONSOR ALONG
WITH LIVE OAK, BEE, AND KARNES-GOLIAD SOIL AND WATER
CONSERVATION DISTRICTS.
WHEREAS, the East Lake Corpus Christi Watershed consists of 153,596
acres in three counties which are rapidly eroding at critical levels resulting
in silt collecting in the Lake Corpus Christi Reservoir operated by the City of
Corpus Christi thus reducing the capacity of said reservoir to hold water; and
WHEREAS, land treatment measures will solve the active gully erosion
and sheet and rill erosion, will keep the soil in place, sustain or improve
yields, improve the quality of water throughout the watershed, and aid in
reducing sediments reaching Lake Corpus Christi which supplies water for
approximately 400,000 people in Corpus Christi, Alice, Kingsville, Beeville,
Robstown, Gregory, Portland, Flour Bluff, Rockport -Fulton, Aransas Pass, Mathis,
Orange Grove, Banquete, Bishop, Taft, Odem, Ingleside, Port Aransas, Agua Dulce,
Ricardo, Driscoll, and Violet; and
WHEREAS, existing cost share programs fall extremely short in meeting
the needs in the watershed for the high cost remedial practices such as
Terraces, Waterways, Grade Stabilization Structures, Critical Area Treatment,
Brush Management, and Reseeding of Range land and Pasture land;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council, on behalf of the people of Corpus
Christi, wholeheartedly supports the East Lake Corpus Christi Watershed Land
Treatment Program and urges the U. S. Soil Conservation Service to fund said
programs.
SECTION 2. That the City Council agrees to act as a cosponsor of the
project along with the following Soil and Water Conservation Districts: Live
Oak SWCD #323; Bee SWCD #344, and Karnes-Goliad SWCD #343.
SECTION 3. That the City Manager is authorized to execute an
application for Federal assistance under the Watershed Protection and Flood
Prevention Act, a substantial copy of which is attached hereto as Exhibit A, to
supply all necessary information on behalf of the City of Corpus Christi to
carry out such project.

APPLICATION FOR ASSISTANCE IN PLANNING AND CARRYING
OUT WORKS OF IMPROVEMENT UNDER THE WATERSHED
PROTECTION AND FLOOD PREVENTION ACT
TO THE TEXAS STATE SOIL & WATER CONSERVATION BOARD
The undersigned local organizations make application for
federal assistance under the Watershed Protection and Flood
Prevention Act in preparing and carrying out plans for works
of improvement for the East Lake Corpus Christi Land
Treatment Project, State of Texas.
The following information is submitted in support of the
application:
1. Size of watershed: 153,596 acres.
Live Oak SWCD — 120,143 ac.
Bee SWCD — 19,665 ac.
San Patricio SWCD — 13,788 ac.
2. Location of watershed:

3. Watershed Problems:
Severe erosion and sedimentation exists throughout the
watershed. This is demonstrated by the amcunt of silt
collecting in the Lake Corpus Christi Reservoir. Forty—two
percent of the land is cropland, twenty—three percent is
improved pastureland, twenty—six percent is rangeland, one
percent is recreation land and three percent is other land.
The soil surveys for Bee and San Patricio Counties have been
completed. A detailed soil survey for Live Oak County is
being developed.

in parallel bands, across
the watershed in a northeast to southwest direction. The
undivided Fleming and Oakville Formations occur in the
northern part of the watershed. They make up fifteen
percent of the watershed. The surface of the Oakv i l l e
Formation is characterized as level to gently rolling,
moderately dissected uplands, that are crossed by broad
valleys. This formation consists of about 40 percent sand,
30 percent sandy and ashy or bentonitic clay, 20 percent
marl, 5 percent redeposited Cretaceous shells, and 5 percent
gravel. The Pernitas and Weesatche soils formed in this
formation. The surface of the Fleming Formation is
characterized locally as level to gently rolling, maturely
dissected uplands that are crossed by broad valleys.
Typically, the Fleming Formation is made up to 75 percent
marl, 15 percent sand, and 10 percent silt. The clay is
massive, yellow or gray, and calcareous; in places it has
many concretions of calcium carbonate. The Weesatche soils
formed in this formation. The Goliad Formation is centrally
located and makes up 44 percent of the watershed. The
surface of the Goliad Formation is characterized by maturely
dissected rolling uplands that have been eroded into
resistant ridges and valleys. Typically, the Goliad
Formation consists of about 80 percent sand, 5 percent
gravel, 10 percent clay, and 5 percent calcium carbonate.
The sand and gravel are impregnated with much calcium
carbonate. The Goliad, Olmos, and Pettus soils formed in
the Goliad Formation. The Lissie Formation makes up 10
percent of the watershed and occurs in the southeastern
part. The Lissie Formation is a featureless, flat to gently
undulating plain. Streams meander through wide shallow
valleys and have fringes of trees along their course. The
formation is composed of thick beds of sand and l eat i I s of
gravel interbedded with clay and silt. In places it
consists of relatively thick beds of caliche. Papalote and
Orelia soils formed in the Lissie Formation. The Beaumont
Formation crops out in small areas in the southern part of
the watershed. It makes up 2 percent of the watershed. The
Beaumont Formation is a flat, featureless, treeless coastal
plain that is dissected by broad shallow valleys. The
formction consists of clay interbedded with layers of medium
to fine sand. It has a maximum thickness of about 100 feet.
Lattas and Orelia soils formed in the Beaumont Formation.
The Fluviatile terraces and recent alluvium deposits make up
29 percent of watershed and occur along the Nueces river.
They consist of sand, silt and clay. Sinton, Aransas and
Odem soils formed in these deposits. A high percentage of
these soils are eroding at critical and severe levels and
are in need of treatment.
Some of the upland soils have been retired from cultivation
due to sheet and gully erosion: This has, in turn,
decreased land values, production potential, and wildlife
benefits. Brush encroachment on rangeland and pastureland
has affected the watershed negatively in two respects. It
has replaced the more water efficient grass plants which are
also the more desirable forage plants for livestock and
decreased the more effective form of erosion control, grass
cover.
Numerous small drainageways have formed numerous active
gullies in all land uses. In several instances, treatment
of gullies on rangeland and pastureland will be necessary to
stabilize outlets for waterways and terraces to be installed
to protect cropland. The installation of land treatment
measures to solve the active gully erosion and sheet and
rill erosion will keep the soil in place, sustain or improve
yields, improve the quality of water throughout the
watershed, and aid in the reduction of sediments reaching
Lake Corpus Christi.
Lake Corpus Christi supplies drinkinc{ water for Corpus
Christi, Alice, Kingsville, Beeville, R,;bstown, Gregory,
Portland, Flour Bluff, Rockport—Fulton, Aransas Pass,
Clarkwood, Annaville, Tuloso—Midway, Calallen, Mathis,
Orange Grove, Banquete, Bishop, Taft, Odem, Ingleside, Port
Aransas, Agua Dulce, Ricardo, Driscoll, and Violet,
approximately 600,000 population.
4. Watershed Treatment Measures:
Land treatment measures will be needed on approximately 80%
of the cropland that is eroding at a rate that exceeds
tolerance (T). Enduring measures on cropland will be
terraces, waterways, and grade stabilization measures, along
with management type practices such as conservation tillage,
contour farming, etc. In addition, conversion of marginal
cropland to permanent vegetation is needed. 75% of the
rangeland, eroding above T, is in need of re—establishment
due to deterioration of the original grass cover and the
encroachment of noxious woody species. 25% of the pasture,
eroding above T, is in need of re—establishment and/or brush
management. Intensive management of other grasslands is
also needed.
Existing cost—share programs are limited in annual funding.
These programs fall extremely short in meeting the needs iri
the watershed for the cost of practices such as: Terraces,
Waterways, Grade Stabilization Structures, Critical Area
treatment, Brush Management and Reseeding of Rangeland and
Pastureland.
5. Local Participation:
Many of the landowners l i ve on and operate their farms in
the watershed. Existing departmental programs are used to
carry out conservation works but are inadequate to meet the
needs of the land, the desires of the landowners and the
long—range objectives of the local soil and water -
conservation districts. Many of the landowners are not
financially able to carry out needed land treatment measures
due to the depressed condition of the agricultural economy
coupled with the Tong—term drought conditions that have
prevailed in the area during the past three to five years.
Use of limited existing departmental programs (ACP, GPCP)
indicate a high degree of willingness and desire to utilize
cost—share programs.
The requested land treatment program would enable land users
to plan and apply needed land treatment measures in a timely
aJanner. Most have equipment to assist in establishing
permanent vegetation and maintaining structural measures.
It is anticipated that participation by local landowners in
the East Lake Corpus Christi Land Treatment Project will be
high.
6. Sponsors:
This application is sponsored by three legal political
subdivisions of the State of Texas and one municipality.
The Live Oak, Bee and San Patricio SWCD's and the City of
Corpus Christi will be the prime co—sponsors of the project,
with the Live Oak Soil & Water Conservation District as the
sponsors' local representative.
As sponsors, each District will provide leadership in the
planning and application of needed land treatment and
maintenance plans developed by land users in the watershed.
As a sponsor, the city of Corpus Christi will encourage
individual land users to develop, install, operate and
maintain needed land treatment measures on their lands.

PART IV
PROGRAM NARRATIVE
Prepare the program narrative statement in accordance with the following instructions for all new grant programs. Requests
for supplemental assistance should be responsive to Item 5b only. Requests for continuation or refunding or other changes of
an approved project should be responsive to Item 5c only.
1. OBJECTIVES AND NEED FOR THIS ASSISTANCE.
Pinpoint any relevant physical, economic, social, financial,
institutional, or other problems requiring a solution.
Demonstrate the need for assistance and state the principal
and subordinate objectives of the project. Supporting docu-
mentation or other testimonies from concerned interests
other than the applicant may he used. Any relevant data
based on planning studies should be included or footnoted.
2. RESULTS OR BENEFITS EXPECTED.
Identify results and benefits to be derived. For example,
include a description of who will occupy the facility and
show how the facility will be used. For land acquisition or
development projects, explain how the project will benefit
the public.
3. APPROACH.
a, Outline a plan of action pertaining to the scope and
detail of how the proposed work will be accomplished
for each assistance program. Cite factors which might
accelerate or decelerate the work and your reason for
taking this approach as opposed to others.
Describe any unusual features of the project such as
design or technological innovations, reductions in
cost or time, or extraordinary social and community
involvements.
b. Provide for each assistance program monthly or
quarterly quantitative projections of the
accomplishments to be achieved, if possible. When
accomplishments cannot be quantified, list the
activities in chronological order to show the schedule
of accomplishments and their target dates.
c. Identify the kindsof data to be collected and main-
tained, and discuss the criteria to be used to evaluate
the results and success of the project. Explain the
methodology that will be used to determine if the
needs identified and discussed are being met and if
the results and benefits identified in Item 2 are being
achieved.
d. List each organization, cooperator, consultant, or
other key individuals who will work on the project
along with a short description of the nature of their
effort or contribution.
4. GEOGRAPHIC LOCATION.
Give a precise location of the project and area to be served
by the proposed project- Maps or other graphic aids may be
attached.
5. IF APPLICABLE, PROVIDE THE FOLLOWING IN-
FORMATION:
a. Describe the relationship between this project and
other work planned, anticipated. or underway under
the Federal Assistance listed under Part II, Section A,
Item 10.
b. Explain the reason for all requests for supplemental
assistance and justify the need for additional funding.
c. Discuss accomplishments to date and list in chrono-
logical order a schedule of accomplishments, progr ess
or milestones anticipated with the new funding re-
quest. 11 there have been significant changes in the
project objectives, location, approach or time delays,
explain and justify. F or other requests for changes or
amendments, explain the reason for the change(s). If
the scope or objectives have changed or an extension
of time is necessary, explain the Circurnstances arid
justify. 1f the total budget has been exceeded or if
individual budget items have changed more than the
prescribed limits "contained in Attachment K, Off ice
of Management and Budget Circular No. A-102, ex-
plain and justify the change and its effect on the
project.

PART V
ASSURANCES
The applicant hereby assures and certifies that he will comply with the regulations, policies, guidelines and requirernents
including Office of Management and Budget Circulars Nos. A-87 FMC 74-4, A-95, A-102, as they relate to the application
acceptance and use of Federal funds for this federally -assisted project. Also, the applicant gives assurance and certifies with
respect to the grant that:
1. It possesses legal authority to apply for the grant, and to
finance and construct the proposed facilities; that a resolu-
tion, motion or similar action has been duly adopted or
passed as an official act of the applicant's governing body,
authorizing the filing of the application, including all under
standings and assurances contained therein, and directing
and authorizing the person identified as the official repre-
sentative of the applicant to act in connection with the
application and to provide such additional information as
may be required.
2. It will comply with the provisions of: Executive Order
11296, relating to evaluation of flood hazards, and Execu-
tive Order 11288, relating to the prevention. control, and
abatement of water pollution.
3 It will have sufficient funds available to meet the non,

cient funds will be available when construction is com-
pleted to assure effective operation and maintenance of the
facility for the purposes constructed.
4. It will obtain approval by the appropriate Federal
agency of the final working drawings and specifications be-
fore the project is advertised or placed on the market for
bidding, that it will construct the project, or cause it to be
constructed, to final completion in accordance with the
application and approved plans and specifications, that it
will subrnit to the appropriate Federal agency for prior ap
proval changes that alter the costs of the project. use of
space, or functional layout; that it will not enter into a
construction contract(s) for the project or undertake other
activities until the conditions of the construction grant pro-
gram(s) have been met.
5. It will provide and maintain competent and adequate
architectural engineering supervision and inspection at the
construction site to insure that the completed work con,
forms with the approved plans and specifications. that it
will furnish progress reports and such other information as
the Federal grantor agency may require.
6. It will operate and maintain the facility in accordance
with the minimum standards as may be required or pre•
scribed by the applicable Federal, State and local agencies
for the maintenance snd operation of such facilities.
7. It will give the sponsoring agency and the Comptroller
General through any authorized representative access to and
the right to examine all records, books, papers, or documents
related to the grant.
8. It will require the facility to be designed to comply with
the "American Standard Specifications for Making Build-
ings and Facilities Accessible to, and Usable by, the Physi-
cally Ha licapped," Number A117.1-1961, as modified (41
CFR 101-17.703). The applicant will be responsible for
conducting inspechnns to insure compliance with these
specifications by the contractor
9. It will cause work on the project to he commenced with
in a reasonable time after receipt of notification from the
approving Federal agency that funds have been approved
and that the project will be prosecuted to completion with
reasonable diligence
10 11 will not dispose of or encumber its title or other
interests in the site and facilities during the period of Fed
eral interest re while the Government holds bonds, which
ever is the longer
11. It will comply with 1 nle VI of the Civil Rights Act of
1964 (P.L. 88 3521 and in accordance with Title VI of that
Act, no person in the United States shall, on the ground of
race, chlor, or national oeigin, be excluded from participa-
tion in, be denied the benefits of, or be otherwise subjected
to discrimination under any program or activity for which
the applicant receives Federal financial assistance and will
immediately take any measures necessary to effectuate this
agreement If any real property or structure thereon is pro
vided or improved with the aid of Federal financial assts
tante extended to the Applicant, this assurance shall ublr
gate the Applicant, or in the case of any transfer of such
property, any transferee, for the period during which the
real property or structure is used for a purpose for which
the Federal financial assistance is extended of for another
put pose involving the provision of similar services or bene
fits.
12 It will establish safeguards to prohibit employees from
using their pos0ions for a purpose that is or gives the ap
pearance of being motivated by a desire for private gain for
themselves or others, particularly those with whorn they
have family, business, or other ties
13. It will comply with the requirements of Title II and
Title III of the Uniform Relocation Assistance and Real
Property Acquisitions Act of 1970 (P.L. 91-646) which
provides for fair and equitable treatment of persons dis-
placed as a result of Federal arid federally assisted pro
grams.
14. It will comply with all requirernents imposed by the
Federal sponsoring agency concerning special requirernents of
law, program requirements, and other adrninistrative require-
ments approved in accordance with Office of Management
and Budget Circular No. A-102.
15. It will comply with the provisions of the Hatch Act
which limit the political activity of employees.
16. It will comply with the minimum wage and ma 5111111111
hours provisions of the Federal Fair Labor Standards Act,
as they apply to hospital and educational institution ern
ployees of State and focal governments.
17. It will insure that the facilities under its ownership, lease
or supervision which shall be utilized in the accomplishment
of the project are not listed on the Environmental Protection
Agency's (EPA/ list of Violating Facilities and that it will
notify the Federal grantor agency of the receipt of any
communication from the Director of the EPA Office of
Federal Activities indicating that a facility to be utilized in
the project is under consideration for listing by the EPA.
18. It will comply with the flood insurance purchase
requirements of Section 102(a) of the Flood Disaster
