HomeMy WebLinkAbout020455 RES - 09/20/1988A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT OF $1,050,000 FROM THE FEDERAL AVIATION ADMINISTRATION FOR REHABILITATING THE RUNWAY 13-31 TAXIWAY SYSTEM (PAVING AND LIGHTING) AND RUNWAY 13-31 HIGH INTENSITY RUNWAY LIGHTING SYSTEM TO SUPPLEMENT A PREVIOUS FAA GRANT OF $1,749,964, FOR A TOTAL OF $2,799,964, REPRESENTING 90 PERCENT OF PROJECT COSTS; AUTHORIZING THE EXECUTION OF A CONTRACT WITH BAY, INC. FOR PAVING IMPROVEMENTS AND HALLMARK ELECTRICAL CONTRACTORS, INC. FOR LIGHTING IMPROVEMENTS IN THE AMOUNTS OF $1,899,337.25 AND $637,191, RESPECTIVELY, SUBJECT TO FAA APPROVAL; AUTHORIZING TRINITY ENGINEERING TESTING CORPORATION TO PROVIDE TESTING SERVICES AT A COST NOT TO EXCEED $30,000, SUBJECT TO FAA APPROVAL; APPROVING AMENDMENT NO. 4 TO THE ENGINEERING SERVICES CONTRACT WITH W. P. WILLS, CONSULTING ENGINEERS, TO PROVIDE CONTINUOUS RESIDENT INSPECTION DURING CONSTRUCTION AND DESIGN SERVICES FOR RELOCATING THE ELECTRICAL VAULT AND EMERGENCY GENERATOR FOR A TOTAL FEE NOT TO EXCEED $136,500, SUBJECT TO FAA APPROVAL; AND APPROPRIATING $266,480.50. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That there is hereby accepted a grant in the amount of $1,050,000 from the Federal Aviation Administration for rehabilitating the Runway 13-31 Taxiway System (paving and Lighting) and Runway 13-31 High Intensity Runway Lighting System to supplement a previous FAA grant of $1,749,964, for a total of $2,799,964, representing 90 percent of project costs. SECTION 2. That the City Manager is hereby authorized to execute a contract with Bay, Inc. for paving improvements and Hallmark Electrical Contractors, Inc. for lighting improvements in the amounts of $1,899,337.25 and $637,191, respectively, subject to FAA approval, all as more fully set forth in plans and specifications and contract documents on file in the office of the City Secretary, all of which are made a part hereof by reference and according to the bids of Bay, Inc. and Hallmark Electrical Contractors, Inc., said bids being the lowest and most advantageous to the City of Corpus Christi. SECTION 3. That Trinity Engineering Testing Corporation is hereby authorized to provide testing services at a cost not to exceed $30,000 subject to FAA approval. SECTION 4. That there is hereby approved Amendment No. 4 to the Engineering Services Contract with W. P. Wills, Consulting Engineers, to provide continuous resident inspection during construction and design services for relocating the electrical vault and emergency generator for a total fee not to exceed $136,500, subject to FAA approval. 207JB023.res 20455 M1CROF1MED SECTION 5. ATTEST: City Secretary APPROVED: //71/ DAY OF HAL GEORGE, CITY ATTORNEY By - C - Assistant City Attorney 207JB023.res M OR THE CITY OF CORPUS CHRISTI, TEXAS AMENDMENT NO. 4 TO THE CONTRACT FOR ENGINEERING SERVICES FOR TAXIWAY SYSTEM (RUNWAY 13-31) REHABILITATION AND LIGHTING THE STATE OF TEXAS § COUNTY OF NUECES § The City of Corpus Christi, Texas, hereinafter called "City" and W.P. Wills, Consulting Engineers, hereinafter called "Engineer", agree to the following amendment to the Corttract for Engineering Services for Taxiway System (Runway 13-31) Rehabilitation and Lighting which was authorized by Ordinance No. 19618, passed on January 27, 1987, and amended by Ordinance No. 19723 on April 28, 1987, Ordinance No. 19894 on August 11, 1987, and Resolution No. 20079 on November 24, 1987. Section I, Services to be Performed, shall be amended to include: Relocation of Electrical Vault and Emergency Generator. Design a low profile electrical vault and emergency generator facility at a location between the commercial ramp and proposed Taxiway "C" to replace existing facilities. The existing emergency generator will be moved to this location. A preliminary estimate of $220,000 has been established including construction costs, contingencies, engineers fees, testing, inspection services, and related expenses. It is anticipated that this work will be constructed as a change order to the Taxiway System (Runway 13-31) Rehabilitation and Lighting project scheduled for receipt of bids on August 16, 1988. Section II, Scope of Services, shall be amended to add the following items of work to the current contract: Paragraph C in the Construction Phase, add the following paragraph: 9. The Engineer shall provide continuous resident inspection for all work during the Construction Phase of all work designed under this contract and subsequent amendments by himself and/or qualified resident inspectors with backgrounds indicating experience and competency in airfield construction. Engineer will furnish qualifications of such resident inspectors whose use on the project will be subject to both City and Federal Aviation Administration approval. Continuous resident inspection shall mean that the Engineer and/or said resident inspectors will be located and reside in Corpus Christi during the Construction Phase and will inspect all work performed and provide all necessary reports both to the City and the Federal Aviation Administration on such work. Paragraph D, Special Services, add the following paragraphs: The contract includes the furnishing of survey services by the Engineer during the Design Phase of the Relocation of the Electrical Vault and Emergency Generator. City agrees to pay the Engineer a sum not to exceed One Thousand One Hundred Twenty Dollars ($1,120.00) for such services. This sum is an addition to the basic fee as outlined in Section III, Paragraph A herein. Engineering Services Contract, Amendment 4 W. P.
