HomeMy WebLinkAbout020481 ORD - 09/27/1988AN ORDINANCE AMENDING COMPENSATION ORDINANCE 8127, SECTION 501, SALARY SCHEDULES A AND B AND GRADE 8 SCHEDULE, TO PROVIDE FOR THE IMPLEMENTATION OF AN APPROXIMATE 3 PERCENT GENERAL INCREASE EFFECTIVE OCTOBER 1, 1988; AMENDING COMPENSATION ORDINANCE 8127, SECTION 510, MANAGERIAL GROUP 1988-89 PAY PLAN, TO IMPLEMENT AN APPROXIMATE 3 PERCENT INCREASE TO THE SALARY RANGES FOR ALL MANAGERIAL EMPLOYEES EXCEPT THE CITY MANAGER EFFECTIVE OCTOBER 1, 1988; AMENDING SECTION 551, ENTRANCE SALARY RATES, BY REVISING SECTION 551.1, 551.5, 551.6; AMENDING SECTION 552, ADVANCEMENT OF SALARY WITHIN A SALARY SCHEDULE, BY REVISING SECTION 552.1 AND 552.2; AMENDING SECTION 700, SPECIAL COMPENSATION PROVISIONS, BY DELETING SECTION 701 ON ACTING PAY STATUS; PROVIDING FOR SEVERANCE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Compensation Ordinance 8127, Section 501, Salary Schedules A and B and Grade 8 Schedule, be amended to provide for the implementation of an approximate three percent (3%) general increase effective October 1, 1988, by replacing said schedule with the revised schedules which are attached hereto and made a part hereof, marked Exhibit A. SECTION 2. That Compensation Ordinance 8127, Section 510, Managerial Group Pay Plan 1988-89, be amended to implement an approximate three percent (3%) increase to all Managerial Pay Group salary ranges except for the City Manager pay range effective October 1, 1988, by replacing said Section 510 with a new Section 510, a copy of which is attached hereto and made a part hereof, marked Exhibit B, provided that all salary advancements for employees in the Managerial Pay Group shall be based on performance. SECTION 3. That Compensation Ordinance 8127, be amended by amending Sections 551.1, 551.5, 551.6, 552.1, 552.2 to read as follows: 551 Entrance Salary Rate 551.1 Starting Rate on Initial Employment: On original appointment to any position classified in Salary Grades 8 through 17, the salary shall be by successive steps with progression based upon performance. The City Manager may approve initial compensation for positions in Grade 8 through 17 at the B through C-1 step in the appropriate salary grade when the experience, skill, training or labor market conditions justify the action. The City Manager may approve initial compensation in Salary Grades 18 through 43 at the B through F-1 step in the appropriate Salary Grade when exceptional experience, training or labor market conditions justify the action and to any salary amount 207AT036.ord 20481 MICROFILMED between the minimum and maximum annual salary range for positions in the Managerial Classifications. 551.5 Rate of Pay on Promotion: In any case where an employee is promoted to a classification with a higher grade designation, with the exception of positions in the Managerial Group, the entrance salary rate shall be at a step which will provide an increase over the salary received immediately prior to such promotion. Such increase in salary rate may be authorized up to four additional steps over the salary received immediately prior to the promotion. Subsequent advancement to higher steps in the grade will be on the same basis as described in paragraph 552. Salary levels resulting from appointments to Council -appointed positions within the Managerial Group shall be determined solely by the City Council. 551.6 Rate of Pay on Classification Series Changes An employee advanced to a higher salary grade as a result of a classification change, with the exception of changes within the Managerial Group, shall be advanced to the appropriate step to provide a salary increase over the salary received immediately prior to the classification change. Such advancement may be granted up to four steps. All subsequent step advancements shall be granted in conformity with Section 552. 552 Advancement of Salary within a Salary Schedule: 552.1 - Notwithstanding any other provisions to the contrary, there is no automatic salary adjustment based on longevity, but salary advancements shall be based on performance. Advancement in each salary schedule shall be based on a review of annual job performance. Salary advancements may be authorized up to the next four steps in the grade. More frequent evaluation of job performance may be conducted as deemed appropriate. 552.2 - The first review of job performance for consideration of salary advancement shall occur six months after appointment or promotion to a position at the entry step, and twelve months after appointment or promotion to a position above the entry-level step. Review thereafter shall coincide with December 31 of each year. SECTION 4. Amend Compensation Ordinance 8127, as amended, by deleting subsection 701, Acting Pay Status, of Section 700, Special Compensation Provisions. SECTION 5. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance for it is the definite intent of this City 207AT036.ord Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. SECTION 6. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at three regular meetings so that this ordinance is passe and shall take effect upon first reading as an emergency measure this the day of At.
