HomeMy WebLinkAbout020482 ORD - 09/27/1988AN ORDINANCE AMENDING ORDINANCE NO. 20382 TO AMEND THE FISCAL YEAR 1988-89 BUDGET TO PROVIDE FOR: (1) GENERAL FUND (a) A 3 PERCENT WAGE INCREASE FOR EMPLOYEES; (b) FUNDS FOR A SECOND FIRE ACADEMY; (c) SUPPLEMENTARY FUNDS FOR THE CORPUS CHRISTI LIBRARY; PROVIDING FOR FILING WITH COUNTY CLERK; APPROPRIATING MONIES FOR SAID BUDGET; PROVIDING FOR SEVERANCE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. WHEREAS, Ordinance No. 20382, passed and approved by the City Council on July 19, 1988, adopted the fiscal year 1988-89 Budget; and WHEREAS, the City Manager reported on September 20, 1988, the fiscal year 1987-88 General Fund closing balance exceeded previous estimates for such closing balance; and WHEREAS, the closing balance for each fiscal year becomes the beginning balance for the succeeding fiscal year; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Ordinance No. 20382 passed and approved by the City Council on July 19, 1988, adopted the Fiscal Year 1988-89 Budget be and the same hereby is amended to provide for: (1) General Fund (a) a 3 percent wage increase for employees; (b) funds for a second fire academy, (c) supplementary funds for the Corpus Christi Library, all in accordance with the City Council Memorandum proposal by the City Manager, attached hereto and made a part hereof by this reference, marked Exhibit A, the same as if written herein. SECTION 2. The amendment adopted herein to the fiscal year 1988-89 budget as submitted to the City Council by the City Manager be and is hereby adopted for filing with the County Clerk of Nueces County, Texas, as the Budget Amendment to the Budget previously adopted by Ordinance No. 20382, of the City of Corpus Christi, for the Fiscal Year beginning August 1, 1988, and ending July 31, 1989. SECTION 3. That upon the passage of this ordinance approving the attached Budget amendment of the City of Corpus Christi, for the Fiscal Year beginning August 1, 1988, and ending July 31, 1989, certain sums of money from all sources of City revenues, as described in said Budget, be, and they are hereby appropriated to cover the sums for expenditures and investments as provided for each of the several funds, departments, divisions and offices of the said City, as all said sums do appear in the said Budget amendment adopted and by this ordinance formally approved by the said City Council of the City of Corpus Christi, and said Budget and amendment being of record in the public 207HG035.ord 20482 MICROfiliviED archives of said City, is incorporated herein by reference. Notwithstanding any otherp rov i s i on to the contrary, the City Manager is authorized to make transfers within departments, divisions or purposes provided it is in accordance with Article IV, Section 3, of the City Charter. SECTION 6. The effective date of this ordinance and budget amendment is October 1, 1988. SECTION 7. OR THE CITY OF CORPUS CHRISTI, TEXAS Subject: I Simmiummodimmemommommi City Council Memorandum Amending Ordinance 20382 which Adopted the Corpus Christi FY 88-89 Budget Date: September 21, 1988 Recommendation: Amending the FY 88-89 Budget to provide for: 1) General Fund -- (a) a 3% wage increase for employees; (b) funds for a second fire academy; (c) supplementary funds for the Corpus Christi Library. Background: As I pointed out to the Council in my report on September 20th, the FY 87-88 General Fund closing balance exceeded the estimated closing balance for the year. This closing balance automatically becomes part of the FY 88-89 beginning balance. It is my recommendation that approximately one half of this additional balance of $3.2 million be used to fund an employee wage increase in the General Fund. In addition to the wage increase for the General Fund, it is recommended that the following amounts be utilized from the increased FY 88-89 General fund unappropriated beginning balance: $160,000 for the execution of a second fire academy; and $75,000 for the Corpus Christi Library. Conclusion: This amendment to the Budget Appropriation Ordinance should be approved in order to carry out those high priority objectives which have been previously indicated by the City Council. f,#'8,r "A /t Corpus Christi, Texas .,)ri day of 1982 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance or resolution, an emergency exists requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you suspend said Charter rule and pass this ordinance or resolution finally on the date it is introduced, or at the present meeting of the City Council.
