URGING THE STATE LEGISLATURE TO PROMPTLY
CONSIDER AND APPROVE A RESOLUTION BY SENATOR
CARLOS TRUAN URGING THE TEXAS PUBLIC UTILITY
COMMISSION TO INITIATE A PROCEEDING TO ADJUST
UTILITY RATES TO REFLECT INCOME TAX
REDUCTIONS.
WHEREAS, electric and telephone rates set by the Texas
Public Utility Commission (PUC) are based upon each utility's
cost of providing service, including income taxes; and
WHEREAS, effective July 1, 1987, the federal corporate
income tax rate was reduced from 46% to 34%; and
WHEREAS, electric and telephone utility rates set in rate
cases filed before 1986 do not reflect the reduction in income
tax rates, and present rates for Central Power & Light Company
and Southwestern Bell Telephone Company are based upon the
previous 46% tax rate; and
WHEREAS, the Office of Public Utility Counsel, on behalf of
residential and small commercial customers, in January, 1988,
requested the PUC to initiate a proceeding to adjust rates to
properly reflect the unanticipated tax reduction; and
WHEREAS, the PUC has not yet initiated such a proceeding;
and
WHEREAS, regulatory agencies in 44 states have taken
official action on the tax reduction issue; and
WHEREAS, Senator Carlos F. Truan of Corpus Christi has
introduced a resolution, S.R. 2, in the 71st Texas Legislature
urging the PUC to immediately consider the request by the Office
of Public Utility Counsel; and
WHEREAS, such a proceeding would be in the interest of
ratepayers in Corpus Christi and South Texas;

IT IS, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That Senator Carlos F. Truan is commended for
his efforts on behalf of public utility ratepayers.
SECTION 2. That the 71st Texas Legislature is respectfully
urged to promptly consider and approve the aforesaid resolution
by Senator Truan.
