TN SUPPORT OF HOUSE BILL 2508 RELATING TO RATES FOR
INSURANCE ON PROPERTY AND RISKS LOCATED SEAWARD OF THE
INTRACOASTAL CANAL
WHEREAS, the Legislature in 1971 created the Texas Catastrophe Property
Insurance Pool ("Catpool") to assure windstorm insurance coverage for all coastal
property and risks; and
WHEREAS, participants in the Catpool pay premiums as determined by the
location of the property in a beach zone or inland of the Intracoastal Canal; and
WHEREAS, beach areas in Galveston protected by the seawall pay the lower
inland premiums; and
WHEREAS, the Galveston seawall area accounts for more than 50% of the
total property value at risk in the entire statewide Catpool; and
WHEREAS, the seawall does not provide significant windstorm protection;
and
WHEREAS, insurance premiums should correlate with liability and risk of
loss.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That City Council endorses and supports HB 2508 by
Representatives Todd Hunter and Hugo Berlanga, amending the Texas Catastrophe
Property Insurance Pool Act to equalize insurance rates among all coastal areas.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
