BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS,
RECEIVING INTO AND ANNEXING TO THE CITY OF CORPUS CHRISTI,
CERTAIN ADDITIONAL TERRITORY, AND FIXING NEW BOUNDARIES FOR
THE CITY OF CORPUS CHRISTI, FULLY DESCRIBING SAID TERRITORY
AND SAID NEW BOUNDARIES, AND DECLARING SAID NEW TERRITORY AN
INTEGRAL PART OF THE CITY OF CORPUS CHRISTI, AND DECLARING
THE SAID NEW TERRITORY AS ANNEXED TO AND MADE A PART OF THE
CITY OF CORPUS CHRISTI, TEXAS, SUBJECT TO THE GENERAL LAWS
OF THE STATE OF TEXAS, THE CITY CHARTER OF THE SAID CITY AND
THE ORDINANCES, RESOLUTIONS, AND LAWS OF THE CITY OF CORPUS
CHRISTI AND ENTITLED TO ALL THE SAME RIGHTS, PRIVILEGES AND
BURDENS THEREOF; APPROVING A SERVICE PLAN; AND DECLARING AN
EMERGENCY.
WHEREAS, on the 14th day of February, 1989, there was presented to the
City Council of the City of Corpus Christi, an ordinance ordering an
election to be held in the City of Corpus Christi for the purpose of
determining whether or not certain territories adjacent to the City of
Corpus Christi should be annexed to the City, which ordinance was duly
passed; and
WHEREAS, an election was held on the 1st day of April, 1989, in
accordance with the provisions of said ordinance and in accordance with tile
ordinances and Charter of the City of Corpus Christi and in accordance with
the statutes of the State of Texas regarding such elections, and the
question of such annexation of such additional territories was submitted to
the qualified voters of the City by the submission of four propositions as
described in Ordinance 20590 generally describing the area to be annexed as
follows:
PROPOSITION 1
Northwest Area Annexations
AREA A - TRACT 1
An area containing 10.0 acres, more or less, located north of F.M. 624 and
being bounded to the west by River Hills Drive and to the north by River
Hills Country Club consisting of a 20 -lot platted residential neighborhood
known as River Hill Subdivision.
AREA A - TRACT 2
An area containing 6.0 acres, more or less, generally located south of F.M.
624, west of and adjacent to the Riverside Hospital Tract, bounded on the
west, north, and east by the present city limit line, and on the south by
the south boundary line of the Riverside Hospital Tract extended.

Southside Area Annexations
(Not Including Rodd Field Village Area)
AREA B - TRACT 1
An area containing 5.0 acres, more or less, l ocated south of and adjacent
to Saratoga Boulevard (State Highway 357) , having 370 feet, more or less,
fronting on Saratoga and being 620 feet deep, more or less, and bounded on
the west, north, and east by the present city limit line and on the south
by the south boundary line of Lot 1, Block 7, William J. Robertson Farm
Lots extended.
AREA B - TRACT 2
An area containing 5.0 acres, more or less, l ocated at the southwest corner
of the intersection between Saratoga Boulevard (State Highway 357) and
County Road 37 and bounded on the west by the present city limit line, and
on the south by the easterly extension of said present city limit line.
AREA B - TRACT 3
An area containing 448.0 acres, more or less, generally located south of
Saratoga Boulevard (State Highway 357), between Cabaniss Field and Everhart
Road, bounded by Cabaniss Field on the west, by Nottarb Place and Country
Club Subdivision on the north, by Everhart Road, Breckenridge Subdivision,
Weber's Glen Subdivision, Cedar Ridge Subdivision on the east, and the Oso
Creek on the south.
AREA B - TRACT 4
An area containing 163.0 acres, more or less, generally located between
Everhart Road and Weber Road extended and north of and adjacent to the Oso
Creek, bounded by Cedar Ridge Subdivision and Sugar Ridge Subdivision on
the north, the Lakes Subdivision on the east, and by Oso Creek on the south
and west.
AREA B - TRACT 5
An area containing 107.0 acres, more or less, generally located south of
the existing city limits north of Oso Creek, between Everhart Road and
South Staples Street, bounded on the north by the present city limit line,
on the east by South Staples Street, on the south by the Oso Creek, and on
the west by Everhart Road extended.
AREA B - TRACT 6
An area containing 2.0 acres, more or less, generally located east of
Everhart Road and south of Oso Parkway, surrounded by the city limits
bounded by Oso Parkway (a continuous curve) on the west, north and east

sides, and bounded by a two -foot wide strip within the city limits on the
south.
AREA B - TRACT 7
An area containing 18.0 acres, more or less, bounded on the north by
Yorktown Boulevard, on the east by Dallas Street, on the south by Oso
Parkway, and on the west by Everhart Road.
AREA B - TRACT 8
An area containing 27.0 acres, more or less, bounded by Everhart Road on
the west, by Creekway Subdivision on the north, by a 130 foot wide drainage
easement on the east, by a line that is approximately 820 feet from and
parallel to the north right-of-way line of Yorktown Boulevard on the south.
AREA B - TRACT 9
An area containing 52.0 acres, more or less, generally located between
South Staples Street and Everhart Road, north of and adjacent to Oso
Parkway, bounded by a 2 -foot strip that is inside city limits and Stoney
Brook Subdivision on the north, by the present city limits line on the
east, and by Oso Parkway on the south and west.
AREA B - TRACT 10
An area containing 54.0 acres, more or less, being entirely surrounded by
the city limits and King's Crossing Subdivision, generally located north of
Oso Parkway and east of South Staples Street.
AREA B - TRACT 11
An area containing 112.0 acres, more or less, l ocated west of and adjacent
to Cimarron Boulevard extended, bounded by the Oso Creek on the south, and
by the present city limit line on the west and north sides.
AREA B - TRACT 12
An area containing 9.0 acres, more or less, generally located west of
Cimarron Boulevard extended and south of Oso Parkway, being entirely
surrounded by the King's Crossing Subdivision golf course and the present
city limit lines.
AREA B - TRACT 13
An area containing 1,294.0 acres, more or less, bounded on the north by
Saratoga Boulevard (State Highway 357) , on the east by Cimarron Boulevard
(County Road 13) and Brighton Village Subdivision, on the south by Yorktown
Boulevard, King's Crossing Subdivision, South Staples Street, Stoney Brook
Subdivision, and a 2 -foot wide strip that is within the present city
limits, and bounded on the west by Dallas Street, Buckingham Estates

Subdivision, Creekway Subdivision, Crossgate Subdivision, Hunter's Point
Subdivision, and South Staples Street.
AREA B - TRACT 14
An area containing 37.0 acres, more or less, bounded on the north by
Brighton Village Subdivision, on the east by Cimarron Boulevard, on the
south by Lipes Avenue, and on the west by Brockhampton Street.
AREA B - TRACT 15
An area containing 0.5 acres, more or less, being approximately 20 feet
wide by 1,175 feet long, located directly east of the intersection of Rodd
Field Road and Saratoga Boulevard, bounded by the present city limit line
and Lake Placid Estates on the north, by a private park on the south
present city limit line , the north boundary line of South Fork Subdivision,
and by the east right-of-way line of Rodd Field Road on the west.
PROPOSITION 3
Rodd Field Village Area Annexations
AREA C - TRACT 1
An area containing 109.0 acres, more or less, sometimes called Rodd Field
Village, bounded by Yorktown Boulevard on the north, by Rodd Field Road
extended on the east, Bill Witt Park on the west, and by a line, more or
less, parallel to the south right-of-way line of Yorktown Boulevard and
approximately 2,580 feet distance therefrom on the south.
AREA C - TRACT 2
An area containing 8.0 acres, more or less, generally located west of Rodd
Field Road, extended and south of Yorktown Boulevard, being approximately
200 feet wide by 1,330 feet long, bounded by Bill Witt Park on the east,
and by the south line of Bill Witt Park extended to the south.
PROPOSITION 4
Padre Island Annexations
AREA D - TRACT 1
An area containing 202.0 acres, more or less, known as Corpus Christi -Padre
Island Coquina Bay Subdivision, generally located west of Padre Island
Drive (Park Road 22) , being south of and adjacent to Encantada Avenue, also
adjacent to, but west of Pal mi ra Avenue, bounded by Corpus Christi -Padre
Island Sea Pines Subdivision Unit 1 on the south, by Sea Pines Drive and by
a presently undeveloped area known as Corpus Christi -Padre Island Cape

Summer Subdivision Unit 2 and the present city limit line on the west, and
bounded by Corpus Christi -Padre Island Ports O' Cal l Subdivision and Corpus
Christi -Padre Island, Section 4, Tradewinds Subdivision on the north.
AREA D - TRACT 2
An area containing 14.0 acres, more or less, surrounded by the city limits
and generally located west of Padre Island Drive (Park Road 22) , north of
and adjacent to Whitecap Boulevard, east of and adjacent to Das Marinas
Drive, and bounded by the Padre Isles Country Club golf course on the east.
AREA D - TRACT 3
An area containing 4.0 acres, more or less, surrounded by the city limits
and generally located west of Padre Island Drive (Park Road 22), east of
and adjacent to Das Marinas Drive, being 1200 feet, more or less, north of
Whitecap Boulevard and bounded by the Padre Isles Country Club golf course
on the east.
AREA D - TRACT 4
An area containing 3.0 acres, more or less, generally located west of Park
Road 22, 1,600 feet, more or less, north of Whitecap Boulevard, east of and
adjacent to Das Marinas Drive, being presently surrounded by the existing
city limit line and the Padre Isles Country Club golf course.
AREA D - TRACT 5
An area containing 22.0 acres, more or less, generally located west of Park
Road 22, 3,500 feet, more or less, north of Whitecap Boulevard east of and
adjacent to Das Marinas Drive, being presently surrounded by the existing
city limit line and the Padre Isles Country Club golf course.
AREA D - TRACT 6
An area containing 35.0 acres, more or less, known as Corpus Christi -Padre
Island, Section E, generally located east of Park Road 22 and north of
Whitecap Boulevard, bounded by Corpus Christi -Padre Island, Section D, and
the present city limit line on the north, by Leeward Drive on the east, and
by Corpus Christi Padre Island, Section C, on the south.
WHEREAS, the City Council canvassed the votes cast in said annexation
election by Ordinance 20640 on April 3, 1989 and declared that each
proposition passed by the favorable vote of a majority as stated therein;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That all tracts or parcels of land as set forth in
Exhibit A attached, are hereby annexed to the City of Corpus Christi,
Texas, and received into said City and included within the territory and

limits of said City as an integral part thereof and the City limits
boundary established as hereinabove set forth, including all of said areas
so hereby annexed, it is hereby ordained that said territories shall
hereafter be a part of the City of Corpus Christi, Texas, subject to the
general laws of the State of Texas applicable thereto as a part of the City
of Corpus Christi, the City Charter of the City of Corpus Christi and the
ordinances, resolutions, and laws of the City of Corpus Christi, Texas, to
all intents and purposes as was and is all of the areas within the limits
of the City of Corpus Christi, Texas, prior to said annexation election and
subject to all the same rights, privileges, and burdens thereof.
SECTION 2. That the service plan presented and amended by public
hearings as set forth in the Annexation Study - City of Corpus Christi
for April 1, 1989 election, covering Area A (Northwest), Area B (Southside
Area) , Area C (Rodd Field Village Area) , and Area D (Padre Island) a true
copy of which is attached hereto as Exhibit B and by this reference
incorporated herein for all purposes, is hereby approved as the service
plan for the area annexed, provided however, that the service plans as
adopted pursuant to Ordinances 20607, 20626, and 20627 authorizing the
Annexation Contracts for the properties described therein shall continue to
be subject to the service plans approved therein and are not hereby amended
or modified by the approval of the service plan attached hereto as
Exhibit B.
SECTION 3. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision, proposition, or property description or
portion thereof contained in this ordinance, including but not limited to
the annexation area descriptions, tract or subdivision descriptions, legal
or metes and bounds descriptions, calls of any metes and bounds
descriptions, or portion of the areas to be annexed described herein, shall
be held invalid or unconstitutional by final judgment of a court of
competent jurisdiction, it shall not affect any other section, paragraph,
subdivision, clause, phrase, word or provision, proposition, or property
description or portion thereof, for it is the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase, word or
provision, proposition, or property description hereof be given full force
and effect for its purpose.
SECTION 4. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need
for efficient and effective administration of City affairs, such finding of
an emergency is made and declared requiring suspension of the Charter rule
as to consideration and voting upon ordinances at three regular meetings so

Beginning at a point, the southeast corner of River Ridge

Thence in an easterly direction with said south R.O.W. line of

Ordinance No. 16752 dated December 9, 1981, to a point on the east
R.O.W. line of 100.00 foot wide Weber Road, for an inside corner of
this tract;
Thence in a northeasterly direction with said east R.O.W. line
of Weber Road, to a point, the west corner of Lot 47, Block 1,
Country Club Estates Unit 31, as shown on Plat of Record in Volume
47, Pages 223-224, a point on the present city limit line as
established by Ordinance No. 10769 dated March 22, 1972, for the
northernmost corner of this tract;
Thence in an easterly direction with said present city limit
line extending to and along the south R.O.W. line of a drainage
easement, the south boundary common to Country Club Estates Units
21, 22, and 26, as filed for record in Volume 41, Page 161, Volume
46, Pages 7-8, and Volume 38, Pages 147-148 respectively, to a
point on the west R.O.W. line of existing 80 foot wide Everhart
Road, for the northeast corner of this tract;
Thence in a southerly direction with said west R.O.W. line of
existing Everhart Road, to a point, its intersection with the north
boundary line. of Willowick Place as shown on Plat of Records in
Volume 49, Pages 123-124, for a corner in the present city limit
line and a corner of this tract;
Thence in a northwesterly direction, continuing with said
present city limit line as established by Ordinance No. 17788 dated
August 17, 1983, and the north boundary line of said Willowick
Place, to a point on the westerly R.O.W. line of a 160.00 foot wide
drainage easement, for an inside corner of this tract;
Thence in a southwesterly direction with said present city
limit line, the westerly R.O.W. line of said 160.00 foot wide
drainage easement, to a point, its intersection with the northeast
boundary line of Weber's Glen Subdivision as shown on Plat of
Record in Volume 49, Pages 165-167, for a corner in said present
city limit line and a corner of this tract;
Thence in a northwesterly direction, continuing with the city
limit line as established by Ordinance No. 18043 dated January 18,
1984, the northeast boundary line of Weber's Glen Subdivision and
the centerline of 60.00 foot wide Aaron Drive, to a point, the
northwest corner of said Weber's Glen for an inside corner of this
tract;
Thence in a southwesterly direction, continuing with said
present city limit line, the northwesterly line of Weber's Glen to
a point, the southwest corner of said Weber's Glen Subdivision for
an inside corner of this tract;
Thence in a southeasterly direction, continuing with the
present city limit line, the southwest boundary line of said
Weber's Glen, to a point on the northwest R.O.W. line of a 160.00
foot wide drainage easement, for a corner of this tract;
Thence continuing in a southeasterly direction with said
present city limit line, crossing said drainage easement at right
angles to its northwest R.O.W. line, to a point on the southeast
R.O.W. line of said drainage easement, for a corner of this tract;
Thence in a southwesterly direction with said southeast R.O.W.
line of the 160.00 foot wide drainage easement, the present city
limit line as established by Ordinance No. 19501 dated September
23, 1986, and the northwest boundary line of Cedar Ridge
Subdivision Unit 2, as shown on Plat Records in Volume 53, Pages
4-6, to a point, to its intersection with the northerly loci
waterline of the Oso Creek for the southernmost corner of this

A 163 -acre tract of land, more or less, out of Lots 2, 3, 7,
and 8, Section 19, Bohemian Colony Lands, as shown on Plat of
Records in Book A, Page 48, described by metes and bounds as
follows:
Beginning at a point, which bears north 12° 03' 00" east, a
distance of 30.00 feet, more or less, from the intersection of the
west R.O.W. line of Bistineau Drive and the north R.O.W. line of
Yorktown Boulevard in the Lakes Subdivision Unit 1, as shown on
Plat of Record in Volume 49, Pages 52-54, Nueces County Map
Records, Nueces County, Texas;
Thence north 77° 57' 00 west, a distance of 130.00 feet, more
or less, to a point on the present city limit line as established
by Ordinance No. 18262, dated May 30, 1984, for an inside corner of
this tract;
Thence south 12° 03' 00" west, a distance of 30.00 feet, more
or less, to a point in the north R.O.W. line of Yorktown Boulevard
in the Lakes Subdivision Unit 4, as shown on Plat of Records in

ANNEXATION STUDY FOR
APRIL 1, 1989 ELECTION
AREA A (NORTHWEST)
Area A is part of the northwest section of the cit which is
a rapid y'
p growing area. Most of the growth in this area occurred
since 1970. The most recent growth has been the development ,p of the
Wood River Subdivision. The area was initiallyannexed
in
September 1962. Since that time, several contractual annexations
and a referendum election in 1981 occurred extendingthe city'
limit
line several miles beyond the Five Points area.
The two parcels (A-1 and A-2) proposed for annexation from
this area are presently encompassed by the city corporate limits.

Presently, development surrounds the parcels and are in line for
future growth. In addition, all of the necessary services are
easily attainable.
Following is the service plan that the City of Corpus Christi
will p
provide in accordance with State Statutes to bring the newly
annexed areas to an optimum level of service:
SERVICE PLAN:
The River Hill Subdivision, Tract A-1, contains one street
with curb and gutter. Gas and water services are available.
All
of the twenty (20) lots in this subdivision arerovided with
septic tanks.

Improvements in place for Tract A-2 include a street with curb
and gutter; gas, water and sewer services are available.
The City will assume maintenance of any new streets, curbs and
gutters, and city gas, water and sewer facilities in place within
60 days of the effective of annexation.
Items to be provided in the Service Plan for Tracts A-1 and
A-2 in Area A are as follows:
1. Public safety protection including fire andolice
protection will be providedP
at a comparable level of
service as other parts of the City on the effective
date of annexation;
2.'
City garbage and brush collection will begin within
two weeks after the effective date of annexation;
3. The City Code Enforcement activity, which includes
high weeds and grass, care of premises and abandoned
or junked automobiles, will be initiated within 60
days of the effective date of annexation;
4. The City's Park and Recreation Department will assume
normal park maintenance of dedicated park areas
within subdivisions that are developed in accordance
with the Platting Ordinance of the City of Corpus
Christi;
5. The process of zoning areas other than "R -1B"
Single-family will commence within 60 days of the
effective date of annexation; and
6. City maintenance of existing street lighting, as well
as street signs, will commence within 60 days of the
effective date of annexation.

AREA B (SOUTHSIDE AREA)
In relation to other areas of the city, the southside is the
newest area in town. Most, if not all, of the development in the
southside (south of Saratoga Boulevard) occurred within the
growth rate in thispast
fifteen years. The
area has far exceeded the
growth rates in all other areas of the city. Since the early
1950s, growth patterns indicate that the majority of alllat
p ting
activity in the city occurred in the southside.
In the area bounded by Saratoga Boulevard and Oso Creek to the
north and south, respectively and between Old Brownsville Road and
Cimmaron Boulevard, fifteen tracts were identified foross'
p able
annexation. There is no uniformity to the tract boundaries because
of irregular shaped parcels of land being annexed bydifferent
rent
property owners. Some of the tracts are completely encompassed by
the city limits, which extend beyond most of the tracts proposed
for annexation.

7. Given that this area is in an unique situation and
that the existing development's -demand for city
services is above normal, the City has modified
development design standards. Following are the
acceptable modifications to the Platting Ordinance
standards which will apply to this area:
A) Minimum right-of-way -- 50' width, minimum
pavement width -- 30', sidewalks not required;
B) Existing public roads A, B, and H south of Road B
will be repaired by the City where concrete has
settled or broken with curb and gutter repairs as
needed.
C) Existing public roads (Nela, East Logan, and West
Logan) will be reconstructed by the City to a
minimum of.: recompaction of subgrade, scarifying

and recompaction of caliche with additional
caliche as required to adepth of 6"; 1-1/2"
hot -asphalt; repairs to curb and gutter.
D) The City will assume maintenance of those
existing private roads "E" and "F" after they are
improved by property owners to the same standard
as specified above and dedicated to the City.
E) The City will assume maintenance
of those
existing storm sewer improvements if: 1)
Capacity of lines is sufficient; 2) Necessary
-repairs are made; and 3) Dedication of the
necessary easements is executed.
F) The City will assume responsibilityof
of providingextensions of •
off-site sanitary
sewer mains to the Rodd Field Village Area with
the termination of the private treatment system.
The City will assume maintenance of on-site
improvements after the system is brought to
standard bypropertyandg
owner located in proper
easements. Property owner will be responsible

for pro -rata and acreage fees and to tie-in to
available service within 100' from his property.
G) Treatment of sewer will continue under the
private package plant under current permit
conditions until public service is made
available.

the water system down Yorktown Boulevard adjacent
to the site. Property owners will improve
existing on-site lines to City specifications
after city inspection. Normal acreage and
pro -rata fees and standards apply.

AREA D (PADRE ISLAND)
The six parcels of land proposed for annexation in Area D are
part of the Padre Isles Development and are platted. The six
tracts are encompassed by existing development. Padre Island
Development has gained world-wide acclaim with its attractiveness
from its national, state, and county beaches. It is a widely -held

has tremendous potential for tourism and a
significant affect on the business climate. Since 1970 the

approximately $258 million.
Following is the service plan that the City of Corpus Christi

annexed areas to an optimum level of service:
SERVICE PLAN:

Improvements in place include streets, curbs and gutters,g as
drainage, water and sewer services. The City will assume
maintenance of streets, curbs and gutters, gas, .
drainag a water and
sewer facilities in place within 60 days of the effective date of
annexation.
Tracts D-2 & D-3
The City will assume maintenance of future street, curbs and
gutters, gas, drainage, water and sewer facilities that are
constructed in accordance with City standards after inspection and
acceptance by the City.
Items to be provided in the service plan for all of the tracts
in Area D are as follows:
1. Public safety protection, including fire and police
protection will be provided at a comparable level of
service as other parts of the City on the effective
date of annexation;
2.'
City garbage and brush collection will begin within
two weeks after the effective date of the annexation;
3. Building Inspection will be uninterrupted (at
present, Building Inspections are performed under
contract by the Padre Isles Investment Corporation);
4. The City Code Enforcement activity, which includes
high weeds and grass, care -of -premises, and abandoned
or junked automobiles, will be initiated within 60
days of the effective date of annexation;
5. The City's Park and Recreation Department assumes
normalpark maintenance of dedicated park areas,
including boat ramps within 60 days after the
effective date of the dedication of the land to the
City of Corpus Christi;
6. The process of zoning areas with considerationgiven
to the Master Development Plan

commence within 60 days of the effective date of
annexation; and
7. City maintenance of street lighting as well as street
signs will commence within 60 days of the effective
date of annexation.
