REQUESTING THE TEXAS WATER DEVELOPMENT BOARD
TO UNDERTAKE HYDROLOGIC STUDIES OF LAGUNA MADRE
SYSTEMS, AND URGING THE TEXAS LEGISLATURE TO
APPROPRIATE SUFFICIENT FUNDS TO COMPLETE THE
STUDIES.
WHEREAS, the Laguna Madre Bay systems (upper and lower)
have historically received little or no funding for water -related
projects due to their limited to non-existent freshwater inflow;
and
WHEREAS, all other Texas bay systems have received funding
for various aquatic studies, although the granting resource that
has made those funds available has recently begun supporting
other projects that are non -water related; and
WHEREAS, both the Texas Water Development Board and the
Texas Parks and Wildlife Department Rivers and Estuaries Branch
rely heavily on monies from the Water Research and Planning Fund,
yet of the $50 million budgeted by the Legislature from this fund
for water -related studies within those two agencies, only $5
million has actually been appropriated; both the Homeport and
Supercollider projects (non -water related) have received the bulk
of those funds; and
WHEREAS, although the Laguna Madre systems are very limited
in freshwater inflow, there is a somewhat consistent exchange of
saltwater between the Gulf of Mexico via passes at Port Aransas
and Port Mansfield that have allowed the "health" of these bay
systems to be maintained; and
WHEREAS, the importance of these systems economically and
biologically justifies consideration of funding for certain
water -related projects for the following reasons:
1) enhance economic, recreational and environmental potential of
"permanent school fund" lands,
2) optimize the biological productivity of the Laguna Madre Bay
systems for both private and public benefit,
3) provide a comprehensive planning tool to promote organized
development of environmentally sensitive public and private
lands, and,
4) establish increased public access for fishing, birding,
and boating in the Laguna Madre bay systems.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS.
SECTION 1. The Texas Water Development Board is requested
to undertake the necessary hydrologic studies of Laguna Madre
systems.
SECTION 2. The Texas Legislature is urged to appropriate
sufficient funds to the Water Research and Planning Fund to
enable the studies of the Laguna Madre to be undertaken and
completed.
SECTION 3. The City Secretary is directed to send copies of
this resolution to the Executive Director of the Texas Water
Development Board and the local delegation to the Texas
Legislature.
