AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL CONSULTING SERVICE CONTRACT WITH
THE CONSULTING LIBRARIANS GROUP TO DEVELOP A
LONG RANGE PLAN FOR THE CORPUS CHRISTI PUBLIC
LIBRARIES; APPROPRIATING $30,680.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager is hereby authorized
to execute a professional consulting service contract with the
Consulting Librarians Group to develop a long range plan for the
Corpus Christi Public Libraries, all as more fully set forth in
the contract, a substantial copy of which is attached hereto and
made a part hereof, marked Exhibit A.
SECTION 2. That there is hereby appropriated $30,680
from the Library Trust Account as payment for this service.

PROFESSIONAL CONSULTING SERVICE CONTRACT
This Contract is entered into this the day of
1989, by and between the City of Corpus Christi, a home rule city and
body politic under the laws of the State of Texas, hereinafter called
"City" and The Consulting Librarians Group, a team under the direct
supervision of Sandra M. Cooper, Coordinator and Principal Consultant,
headquartered in Charleston, South Carolina, hereinafter called
"Consultants." Consultants shall retain the services of Nancy M. Bolt
of Colorado and Jeanne Goodrich of California in performing the
services required pursuant to this contract.
KNOW ALL BY THESE PRESENTS:
For and in consideration of the covenants, undertakings and
considerations herein stated, the parties hereto mutually agree and
contract as follows:
(1) This agreement stipulates that Consultants provide
consulting services to City by providing such services for and on
behalf of City's Public Library hereinafter called "CCPL."
(2) Consultants will respond, but not be limited, to the issues
itemized in REQUEST FOR PROPOSALS FOR A LONG RANGE PLAN FOR THE CORPUS
CHRISTI PUBLIC LIBRARIES, specifically:
A. Evaluation and development of new and existing
library services including recommended approaches and
output measures, and evaluation and measurement of
reference services.
B. Development of collections including composition and
size based on locally defined community standards.
C. Development of strategies for intergovernmental
cooperation and financing with City, County, and public
and private school systems.
D. Development of strategies for gaining financial support
from public and private resources.
E. Development of new facilities, and expansion and
renovation of existing ones.
(3) Consultants will employ and be guided by the planning
processes set forth in PLANNING & ROLE SETTING FOR PUBLIC
LIBRARIES: A MANUAL OF OPTIONS AND PROCEDURES published
by the American Library Association in 1987.
(4) Consultants will define the roles of the following groups;

and, will develop agenda and conduct meetings for each:
A. Community Planning Committee comprised in part of
representatives from the Library Board, the Friends of
the Library, and the Library Foundation.
B. Planning Task Force comprised principally of library
staff members.
C. Ad hoc committees or groups that may be convened by
mutual consent of CCPL and Consultants.
(5) Consultants will provide services described below:
Activity A: Data Gathering
Which will include, but not be limited to, community
and library profiles; facilities and staffing needs
analysis; collection needs analysis; user surveys;
reference service evaluation; and individual and
focused group interviews.
Activity B: Survey Development
Content design to be joint effort of Consultants
and CCPL. Any instruments designed will be tested by
CCPL and returned to Consultants for modifications
within fifteen (15) working days of receipt at CCPL.
Activity C: Focus Group Identification
Consultants, in consultation with CCPL, will determine
the types, number, size and composition of focus
groups. Selection criteria will be established and a
list of candidates generated.
Activity D: Survey Training and Administration
Consultants will train staff and/or volunteers to
administer surveys. Data will be collected in raw
form by staff and/or volunteers and forwarded to
Consultants for tabulation and interpretation.
Activity E: Survey and Evaluation Instruments
Consultants will supply all duplicates of all survey or
evaluation instruments, outlines and agenda used in
this study.
Activity F: Focus Group Moderation
Consultants will develop, in consultation with CCPL,
discussion outlines and will moderate all focus group
meetings. CCPL will make all local arrangements,
schedule and confirm group activities.
Activity G: Interpretation and Analysis
Consultants will interpret and analyze information
gathered for this project. Such interpretation and
analysis shall be presented in written and oral format.

Activity H: Reports
1. Monthly progress reports that enumerate activities
and identify issues or problems that may surface
during course of study.
2. Report on findings from preliminary data gathering
visit including community and library profiles,
facilities profile, and initial interviews.
3. Report on findings from surveys, focus groups,
interviews and other pertinent data.
4. Long range planning report designed, organized
and formatted as proposed by Consultants and
accepted by CCPL. This document will be completed
in four phases according to the following
schedule:
a. Phase 1: Preliminary Mission, roles, goals,
objectives
b. Phase 2:
Final mission, roles, goals,
objectives. Preliminary
implementation strategies and
action plans
c. Phase 3: 2nd draft of implementation
strategies and action plans
d. Phase 4: Final document. Cover page;
executive summary; introduction on
purpose and process; mission and
roles; goals and objectives;
implementation strategies and
action plans.
Consultants will deliver to CCPL one camera ready
copy of each report plus an AT Compatible ASCII
copy on 5.25" or 3.5" disk.
Activity I: Final Presentation
Consultants will make final presentation to selected
groups as specified by CCPL.
Activity J: Marketing Suggestions
After conclusion of the final presentation, Consultants
will hold informal discussion with CCPL to inform of
additional steps necessary for developing a popular
version of planning report and marketing it to
different audiences.

(6) Consultants agree to perform contract according to the
following timetable:
A. #1 Site Visit: Preliminary data gathering June 1989
B. Submit Report: Activity H.2 -- findings August 1989
on preliminary data
gathering
C. #2 Site Visit: Conduct planning meetings August 1989
D. Plan final data gathering September 1989
E. #3 Site Visit: Conduct final data September 1989
gathering
F. Submit Report: Activity H.3 -- final November 1989

(7) City agrees to pay Consultants for work outlined above at
the rate of $400 per day for a total of 50 days or $50 per hour, but
in no event shall the total consulting fee exceed $20,000. Travel
expenses will be reimbursed up to a maximum amount of $7,130.
Clerical and support expenses will be reimbursed at an amount not to
exceed $2,550. Additionally, indirect cost expense may be billed at a
rate not greater than $1000 over the total term of the project. The
total amount of this agreement shall not exceed $30,680.

Consultants will be paid fees according to the following
schedule:
10% or $2000 upon official start of project
20% or $4000 upon completion and acceptance of
Phase 1 of long range planning report
as identified in Activity H
20% or $4000 upon completion and acceptance of
Phase 2 of long range planning report
as identified in Activity H
20% or $4000 upon completion and acceptance of
Phase 3 of long range planning report as
identified in Activity H
30% or $6000 upon completion and acceptance of
final report as identified in Activity H
Consultants may submit independent invoices for payment monthly or
quarterly for expenses identified on previous page and incurred in the
conduct of this project. Invoices should be sent to Herbert G.
Canales, Director of Libraries, Corpus Christi Public Libraries, 805
Comanche, Corpus Christi, Texas 78401.
(8) All monies remitted for the conduct of this study will be
made payable to The Consulting Librarians Group, located at 67 Legare
Street, Suite 106, Charleston, South Carolina, 29401, as submitted by
Sandra M. Cooper. CCPL shall not be liable for charges or expenses
incurred unless such invoices are approved and submitted by Sandra M.
Cooper. In no event shall CCPL be liable for charges in excess of the
contract amount.
(9) Consultants agree that of the persons named in paragraph one
(1) of this contract, Sandra M. Cooper and Nancy M. Bolt will
personally perform not less than forty-four (44) consulting days of
fifty (50) such days so ascribed in item seven (7). CCPL agrees that
Sandra M. Cooper, Consulting Librarian and Coordinator of The
Consulting Librarians Group, may subcontract with any other
consultants deemed appropriate and necessary to the successful conduct
of this study subject to the approval of CCPL and not to exceed the
amount stipulated in item seven (7) of this contract.
(10) CCPL shall be the sole judge of the quality and
acceptability of all products, processes and services provided by
Consultants. Any materials not rejected within fifteen (15) working
days of their receipt by CCPL will be deemed acceptable to CCPL.
(11) In the unlikely event of irreconcilable differences between
the two parties hereto, this contract can be terminated by mutual
consent of the parties or by either party upon giving thirty (30) days
written notice to the other party. City will not pay any of
Consultant's claims based upon services rendered after receipts of
such written notice of termination. Upon termination of this
contract, consultants shall deliver all reports, work product, and
data accumulated as part of this contract to City.

(12) Notice to City shall be by registered mail, return receipt
requested, by mailing same postage paid to City at: Herbert G.
Canales, Director of Libraries, Corpus Christi Public Libraries,
805 Comanche, Corpus Christi, Texas 78401.
Notice to Consultants shall be by registered mail, return
receipt requested, by mailing same postage paid to Sandra M. Cooper,
The Consulting Librarians Group, 67 Legare Street, Suite 106,
Charleston, South Carolina, 29401.
(13) This contract is not assignable unless all parties to the
assignment agree thereto in writing.
(14) Services shall be furnished by Consultants as independent
contractors, and nothing herein contained shall be construed to create
a relationship of employer-employee or master -servant, but all
payments made hereunder an all services performed herein shall be made
and performed pursuant to this agreement by Consultants as independent
contractors.
(15) This contract shall not be enlarged, modified, or altered
except in writing, signed by all parties hereto. This contract shall
be interpreted in accordance with the laws of the State of Texas.
