HomeMy WebLinkAbout020731 ORD - 07/25/1989A ORDINANCE ADOPTING AND APPROVING CITY OF CORPUS CHRISTI BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING AUGUST 1, 1989, AND ENDING JULY 31, 1990, ACCORDING TO THE CITY CHARTER FOR PURPOSE OF FILING ADOPTED BUDGET WITH COUNTY CLERK UNDER TEXAS BUDGET LAW; APPROPRIATING MONIES FOR SAID BUDGET; PROVIDING FOR SEVERANCE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: WHEREAS, the City Manager of the City of Corpus Christi, pursuant to the provisions of the City Charter, did submit to the City Council a Budget Estimate of the revenues of said City, and the expenses of conducting the affairs therefor for the ensuing Fiscal Year beginning August 1, 1989, and ending July 31, 1990, and which said estimate had been compiled from detailed information from the several departments, divisions, and offices of the City, in accordance with the said City Charter provision; and WHEREAS, the members of the City Council have received and studied said City Manager's Budget Estimate and have called and held the proper hearing on said Budget in accordance with Section 102.006 of the Local Government Code of Texas; and WHEREAS, upon adoption of the Budget, and pursuant to Section 2, Article IV, of the City Charter of the City of Corpus Christi, Texas, the City Council must appropriate such sums of money for each fund, department, division, and office as provided in the Budget for the ensuing Fiscal Year from August 1, 1989 to July 31, 1990. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the Budget of the City of Corpus Christi, covering the proposed expenditures of the City of Corpus Christi, amounting to $282,581,350 and the estimate of the revenues of the said City amounting to $282,581,350 from City sources for a total of $282,581,350 for the Fiscal Year beginning August 1, 1989, and ending July 31, 1990, as submitted to the City Council by the City Manager, be and is hereby adopted and approved for filing with the County Clerk of Nueces County, Texas, as the Budget of the City of Corpus Christi, for the Fiscal Year beginning August 1, 1989, and ending July 31, 1990. SECTION 2. That upon the passage of this ordinance approving the attached Budget of the City of Corpus Christi, for the Fiscal Year beginning August 1, 1989, and ending July 31, /ORD/JB014.RES/dv REVISED 7/25/89 20731 MICROFILMED 1990, certain sums of money from all sources of City revenues, as described in said Budget, be, and they are hereby appropriated to cover the sums for expenditures and investments as provided for each of the several funds, departments, divisions, and offices of the said City, as all said sums do appear in the said Budget adopted and by this ordinance formally approved by the said City Council of the City of Corpus Christi, and said Budget being of record in the public archives of said City, is incorporated herein by reference. Notwithstanding any other provision to the contrary, the City Manager is authorized to make transfers within departments, divisions or purposes, provided it is in accordance with Article IV, Section 2 of the City Charter. SECTION 3. That upon final passage of this ordinance, a true, certified copy of the same be and by the City Manager forthwith transmitted with a true, certified copy of the said 1989-90 City of Corpus Christi Budget to the County Clerk of Nueces County, Texas. SECTION 4. If for any reason any section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court or competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word, or provision hereof be given full force and effect for its own purpose. SECTION 5. Police Officer Positions The number of positions for each police officer classification in the Police Department shall be: Police officer and senior police officer -- 308* ** Lieutenant -- 32 Captain -- 18 Commander -- 6 Assistant Chief -- 1 Chief -- 1 *These classifications are interchangeable. Any police officer may become a senior police officer after 30 months' service by passing a pass/fail exam. **This number may be temporarily increased by graduates from a police academy authorized by the City Manager, which temporary increase shall be reduced to authorized strength through attrition. /ORD/JB014.RES/dv REVISED 7/25/89 SECTION 6. Firefighter Positions The number of positions for each firefighter classification in the Fire Department shall be: Firefighter -- 126* Firefighter II -- 131 Fire Lieutenant -- 1 Fire Captain -- 74 District Fire Chief -- 8 Assistant Fire Chief -- 5 First Assistant Fire Chief -- 1 Fire Chief -- 1 *This number may be temporarily increased by graduates from a fire academy authorized by the City Manager, which temporary increase shall be reduced to authorized strength through attrition. SECTION 7. That upon written request of the Mayor or five Councilmembers, copy attached, to find and declare an emergency due to the need for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at three regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the 25th day of July, 1989.
